This is a full-time position with Los Angeles Community College District.
The ideal candidate is a seasoned construction safety professional with at least ten years of commercial field experience and a strong background working with general contractors on large multi-site capital programs. They bring hands-on expertise overseeing demolition renovation modernization and new construction projects with deep knowledge of OSHA compliance OCIP programs hazardous material remediation and high-risk construction operations. This individual is confident leading safety discussions in construction meetings conducting daily site inspections reviewing contractor safety submittals and enforcing zero-tolerance safety policies. They possess strong incident reporting and documentation skills hold active BCSP or NASP safety certifications and are comfortable operating in fast-paced educational campus environments while coordinating with senior leadership and field teams across multiple active projects.
Responsibilities
- This position will be assigned to the Seaside Region (WLAC LAHC and LASC) but is a District-Wide position.
- Perform management oversight of construction activity on behalf of the client report on contractor regulatory and contract safety compliance on multiple projects sites.
- Monitor compliance to all current OSHA requirements that relate to the specific construction projects.
- Perform daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP) as developed and updated by BuildLACCD.
- Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures.
- Support to the Program Safety Manager including but not limited to attending any required meetings or providing safety reports/analysis as requested.
- Attend construction meeting with college project team and general contractor. Leading the safety
topic (toolbox) report on site observations (Observation Report) and review upcoming construction
schedule for hazard preparedness. - Perform ongoing construction site safety inspections and generate daily safety report for all site
visits. - Submit weekly Project Health Safety and Environmental Observation Report to College Project
Manager. - Perform ongoing review for completion and accuracy of contractor safety submittals JHA MOP
Fall Protection Plans Crane Lift Plans Excavation and Scaffold Erecting Plans Confined Space Entry
and hazard assessment of other high risk operations. - Perform review of contractor submitted incident reports participate in safety stand-downs and
prepare and submit lessons learned to Program Safety Manager. - Perform and document safety orientation with contractor safety representative.
- Monitor adherence to zero tolerance and corrective action policy for workers found not in
compliance with the Programs safety policy. - Flexibility in schedule and transportation to work at multiple sites based on assigned schedule and
duties throughout the greater Los Angeles area. - Ability to work in fast-paced environment establish daily work priorities and perform oversight at
multiple active construction projects. - Good written and oral communication skills.
Required Experience:
- 10 years of commercial construction experience in the US with a General Contractor
- 5 years experience in California with a Contractor or major subcontractor
- 2 years experience in construction of educational projects in a campus environment
- Strong experience managing field construction teams on multiple projects.
- Experience on demolition renovation and new construction building projects.
- Experience working on OCIP programs.
- Experience on modernization/renovation projects involving abatement remediation of hazardous materials hazardous material waste removal and handling such as asbestos and lead based paint.
- Strong experience working senior management and field teams on large building programs across multiple sites and locations.
- Experience participating in scheduled construction Meetings with Contractors and Project Managers.
- Strong experience in safety incident reporting and daily construction reporting for multiple projects.
- Ability to effectively communicate with Owners Construction Management staff and Contractors Site Management Team.
- Ability to manage control and report safety incidents in a timely manner in accordance with OSHA regulations and Owners Requirements.
- Proficiency with Microsoft Office Adobe Acrobat and other basic software programs used in
Construction.
Required Certifications:
- All certificates and credentials must be active and current for consideration. Include a current copy of all certifications in resume package for verification.
- Minimum Requirement: Minimum of holding a valid Safety Management Specialist (SMS) certificate or Construction Health and Safety Technician (CHST) issued by the Board of Certified Safety Professionals (BCSP) OR Certified Safety Manager Construction (CSMC) certificate issued by the National Association of Safety Professionals (NASP) - (include copy of certificate in resume package)
- Current First Aid/CPR/AED Certification - include copy in resume package for verification.
Preferred Qualifications:
- Construction management safety management safety engineer or related degree is preferred
- Additional safety/health certifications and credentials as appropriate for this position
- Current 40-Hour HAZWOPER
- Current OSHA 500 (Trainer in Occupational Safety and Health Standards for the Construction Industry) -(include copy of certificate in resume package)
