The Monitoring Evaluation and Learning (MEL) Officer will support the delivery of high-quality monitoring evaluation and learning across AMIs Rwanda-based programmes. The role focuses on implementing MEL plans coordinating data collection ensuring data quality and supporting donor-compliant reporting for priority projects. The MEL Officer will work closely with programme teams and internal stakeholders to ensure that programme data is accurate timely and used to inform learning and continuous improvement while operating under the guidance of AMIs Impact Intelligence (MEL) team. The role has a particular focus on Rwanda-based programmes and requires strong field experience including the ability to provide M&E-informed guidance to both internal and external stakeholders.
Responsibilities
Monitoring & Data Collection
Support the development and implementation of programme-level MEL plans including indicators tools and data collection schedules in alignment with organisational guidance and donor requirements
Coordinate routine data collection activities including baseline monitoring and endline data where applicable
Work with enumerators programme staff and partners to ensure data is collected accurately and on time
Conduct data quality checks validation and cleaning in collaboration with relevant teams
Support ethical data collection practices including informed consent data protection and safe handling of participant information in line with organisational and donor requirements
Support field-based MEL activities for Rwanda programmes including engagement with implementation partners and field teams to ensure tools and processes are practical and fit-for-purpose
Reporting & Donor Compliance
Support the preparation of donor reports for Rwanda-based programmes including indicator tracking and narrative inputs
Contribute to reporting requirements for institutional donors such as the Mastercard Foundation World Bank AGRA BRD and others
Maintain clear documentation of MEL processes data sources and assumptions
Support internal reviews audits or external evaluations by preparing data documentation and evidence as required
Learning & Use of Data
Support analysis of programme data to generate practical insights for programme improvement
Contribute to learning briefs dashboards or presentations for internal and external stakeholders
Participate in programme reflection and learning sessions to support continuous improvement
Collaboration & Coordination
Work closely with programme teams and internal stakeholders to support effective MEL delivery
Coordinate with external partners or consultants involved in MEL activities
Provide M&E-driven guidance to internal and external stakeholders involved in Rwanda-based programmes supporting consistent understanding of indicators data quality expectations and reporting requirements
Escalate data quality risks delivery challenges or timeline issues in a timely manner
Requirements
Education
Experience
47 years experience in monitoring evaluation and learning within development or donor-funded programmes
Experience supporting donor reporting and results frameworks for institutional funders (e.g. Mastercard Foundation AGRA World BankBRD or similar)
Experience coordinating data collection activities and working with enumerators or implementation partners
Experience working on enterprise youth agriculture or SME-focused programmes is an advantage
Demonstrated experience working on Rwanda-based programmes or in similar contexts including field-based MEL activities
Skills
Strong quantitative and qualitative data skills including data cleaning validation and basic analysis
Strong proficiency in Excel or Google Sheets
Experience with digital data collection tools (e.g. Kobo ODK SurveyCTO SurveyMonkey or similar)
Ability to organise document and manage data and reporting processes clearly and accurately
Strong written and verbal communication skills in English
