Job Summary

PRIMARY FUNCTIONS

This is specialized and skilled clerical work involving bilingual tasks assignments and clerical duties. Work includes assisting the general public/city departments translating (English/Spanish) in-person and phone inquiries as well as translating documents as needed assisting with requests pertaining to all election requirements and deadlines while participating in the operational duties and functions of the City Town Clerks and supervision are received by the City Town Clerk or designee.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Assists the public with general information; specifically assisting Spanish-speaking populations with general and concentrated information.
  • Prepares distributes and maintains absentee ballots.
  • Serves as a Notary when needed including administering oaths of office notarizing documents and certifying all election related documents.
  • Aides in Spanish English translations for patrons requiring assistance.
  • Assigns sorts records/time-stamps and distributes general mail and correspondence.
  • Assist in processing and recording various records.
  • Prepares issues and translates general office correspondence.
  • Prepares issues and maintains dog license files and reports.
  • Assists and participates in City or department-sponsored community activities some of which might occur outside of normal business hours. When such or other needs arise (i.e. elections etc.) works outside of normal business hours arranged through a flex schedule.
  • Performs other related duties and responsibilities as required.

EDUCATION QUALIFICATIONS & EXPERIENCE

  • Graduation from High School:
  • A minimum of one year of experience in general clerical work;
  • A minimum of one year experience in customer service;
  • Proficiency in both English and Spanish including the ability to translate documents between the two languages.

KNOWLEDGE EXPERIENCE SKILLS & ABILITIES

  • Working knowledge of all functions of the City Town Clerks Office.
  • Familiarity with local state and federal laws and regulations relevant to the responsibilities of the City Town Clerks Office including election laws and procedures.
  • Ability to comprehend and analyze State Statues as necessary.
  • Ability to provide exceptional customer service including active listening empathy and problem-solving skills in both English and Spanish.
  • Knowledge of modern office systems practices and procedures.
  • Considerable computer software skills and ability to learn new programs.
  • Ability to learn methods and techniques of municipal record systems.
  • Ability to understand basic land record information deeds and title and the ability to interpret those documents.
  • Skill in prioritizing tasks managing multiple responsibilities and meeting deadlines while remaining detail-oriented in a fast-paced environment.
  • Ability to handle sensitive information and maintain a high level of confidentiality and ethical standards.
  • Ability to adapt to changing priorities tasks and responsibilities and work effectively in a dynamic environment.
  • Ability to deal effectively and courteously with the general public as well as with fellow employees.

NECESSARY SPECIAL REQUIREMENTS

  • Must be fluently Spanish-English bilingual orally and in writing.
  • Must obtain a Notary Public license within 6 months of hire and maintain throughout course of employment.
  • Must have ability to work a flexible schedule (Outside of standard 9:00 am 5:00 pm business hours)

SALARY BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund Tested position.

This position is included in a collective bargaining agreement with Local 884 American Federation of State County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

The City of New Haven does not sponsor employment visas. All applicants must have current authorization to work in the U.S. without employer-sponsored visa support.

Employment is contingent upon the successful completion of: (1) a pre-employment background check (2) a pre-employment physical examination including pre-employment drug screening in accordance with the Citys Drug Free Workplace Policy* and (3) a 90-day probationary period. Pursuant to the Federal Drug Free Workplace Act of 1988 The City of New Haven has a adopted a Drug Free Workplace Policy. The City of New Haven requires a pre-employment drug test which includes screening for marijuana.

Selection Plan
