Job Title: Director of Social Services and Housing
Program: Scattered Site Transitional Housing for New Immigrants (OTDA-Funded)
Location: New York City (Five Boroughs)
Reports To: Executive Director / Chief Program Officer
Employment Type: Contract to possilbe Full-Time Exempt
Position Overview: The Director of Social Services and Housing provides strategic and operational leadership for an OTDA-funded scattered site transitional housing program serving newly arrived immigrants in New York City. This position ensures programmatic and regulatory compliance high-quality service delivery and efficient placement and support of clients across independent housing units throughout the five boroughs.
The Director will supervise and guide a multidisciplinary team of case managers housing navigators and support staff. The role requires extensive coordination with landlords community-based organizations and government stakeholders to ensure immigrant families and individuals receive comprehensive trauma-informed and culturally competent support.
Key Responsibilities: Program Operations & Oversight -
Lead and manage the day-to-day operations of the scattered site transitional housing program in alignment with OTDA guidelines and performance benchmarks.

Ensure effective housing placements including intake unit inspection coordination lease signings and move-in logistics.

Monitor length of stay and timely transitions to permanent housing solutions.

Develop and enforce program protocols related to housing case management crisis intervention and service delivery.
Staff Supervision & Development -
Supervise train and support program managers housing staff case managers and administrative personnel.

Conduct regular performance evaluations team meetings and professional development.

Promote a positive team culture rooted in accountability client dignity and cross-cultural awareness.
Client Services & Housing Stability -
Oversee delivery of high-quality client-centered case management services that address legal status public benefits eligibility education employment and long-term housing goals.

Ensure that all client interactions follow trauma-informed strengths-based and culturally sensitive principles.

Implement internal systems to track service plans referrals follow-ups and outcomes.
Compliance Quality Assurance & Reporting -
Ensure strict compliance with OTDA regulations including documentation eligibility requirements occupancy standards and case file management.

Prepare internal and external reports; track KPIs program outcomes and audit readiness.

Maintain data accuracy and completeness in government-required systems such as CARES/HMIS and OTDA reporting tools.
Housing Navigation & Community Engagement -
Develop and maintain a pipeline of housing units across the five boroughs including working relationships with landlords and brokers.

Resolve tenant-landlord disputes and mediate housing issues to maintain stable placements.

Build partnerships with legal service providers CBOs and government agencies to maximize client access to holistic support services.
Qualifications: Required: -
Masters degree in Social Work (MSW) Public Administration Urban Planning or related field.

Minimum of 5 years of experience in social services including 3 years in program management or supervisory roles.

Experience working with immigrant/refugee populations preferably within NYC.

Familiarity with OTDA program regulations New York City housing systems and transitional housing models.

Strong understanding of trauma-informed care housing-first principles and cultural humility.

Proficiency in Microsoft Office HMIS/CARES and electronic case management systems.
Preferred: -
Bilingual or multilingual (Spanish French Haitian Creole Arabic or other immigrant community languages).

Knowledge of NYC shelter entry systems (DHS HERRC OTDA) and legal service navigation for immigrants.

Experience managing OTDA- or HHS/ORR-funded housing programs.
Work Conditions: -
Hybrid schedule with regular field work in all five boroughs.

On-call availability for program-related emergencies or critical incidents.

Must be able to travel to scattered site housing units and attend meetings citywide.
