Job Duties

The Virginia Department of Education is hiring for a Special Education Grants and Financial Analyst to provide effective support as a member of the Department of Special Populations and Board Relations team provide the highest expertise in the Commonwealth in the area of special education finance and assist in implementing the Special Education State Improvement Plan.

This person would be expected to ensure through high academic standards and accountability that an effective education program is established and maintained in Virginias public elementary middle and secondary schools.

The Special Education Grants and Financial Analyst will be responsible for the following duties:
Develop or assist with the development of the States interactive spreadsheet and the annual and biennial IDEA budgets for funds administered by the Department of Special Populations.
Monitor review and prepare monthly updates on year-to-date budget balances for SEA and LEA budget spending status to ensure compliance with uniform guidance and IDEA regulations and communicate information in a timely manner to program staff and immediate supervisor.
Provide overall support and assistance with the special education budget including the state allocation Part B state set-aside and Part B flow-through including proper reimbursement to subgrantees in compliance with federal or state regulatory requirements.
Review financial records for compliance with fiscally related grant regulations at the state and federal levels and keeps immediate supervisor abreast of projects work assignments and projects.
Provide overall fiscal support in collaboration with project manager(s) for the discretionary grants assigned which may consist of State Personnel Development Grant (SPDG) Personnel Development Grant (PDG) and the School Based Mental Health Grant (22) budgets.
Review federal and state fiscal related regulations and guidelines to ensure that all expenditures comply with financial or uniform guidance regulatory requirements and grant specific fiscal guidelines.
Respond to requests for technical assistance in a timely manner and provides accurate and concise information to requestor.
Provide training and assistance to school divisions and sub-recipients fiscal officers or special education leaders in the reporting of all financial related monitoring activities including direct responsibilities and office Special Education Financial Services responsibilities.
Conducts desk reviews or on-site monitoring or IDEA or discretionary grants fiscal data to verify allowable uses of funds and accuracy and completeness of subgrantees financial records.

Minimum Qualifications

Extensive knowledge of special education finance; broad knowledge of state procedures for administering special education funds
Basic understanding of regulations governing education of children with disabilities; basic knowledge of local school division administration
Working knowledge of word-processing and spreadsheet software.
Demonstrated ability to define problems and apply problem solving techniques to complex educational issues
Ability to participate on interdisciplinary teams and to coordinate or produce independently the completion of projects
Ability to communicate effectively and to present effectively complex information to both technical and lay audiences
Ability to manage multiple assignments with critical deadlines; and to coordinate critique and edit work products.

Additional Considerations

Considerable knowledge of federal and state special education regulations
Broad understanding of local division policies procedures functions and administration
Working knowledge of information systems and microcomputer database and spreadsheet software.
Familiar with EDGAR OMB Circulars OMEGA and general auditing practices or methodologies.
Graduation from an accredited college or university or an equivalent combination of education and experience is required.
A degree in special education administration or accounting is preferred. Considerable experience in applying expertise to problems in education.
Experience at the state and/or local level in administering special education programs or financial programs.
