Job Summary/ Objective:
Performs complex professional technical and administrative work in the development implementation and management of designated programs. Coordinates activities with other departments the workforce center and other community partners. Actively participates in organizational development management and leadership of the Department of Social Services which is a high-performance inclusive and equitable team-based organization.
Supervisory Responsibilities:
Supervises an inclusive team in multiple program areas to ensure the effectiveness of and compliance with local state and federal regulations.
Essential Functions:
Supervises and coordinates the operation of professional casework budgets and support functions of a high-performing team;
Provides supervision within operational team framework via case conferences and quality assurance audits; manages appeals to determine appropriate service provision; reviews difficult or problem cases; gathers pertinent data and evaluates criteria in making recommendations and case actions;
Conducts key partner management with professional organizations and professionals at the local regional and state levels; conducts research to identify advocate and assist the community and other key partners with developing resources/best practices for area of assignment;
Manages and assesses the performance of the designated staff; arranges and provides training; recommends personnel actions such as hiring advancement and discipline;
Maintains a database and coordinates the preparation of key performance measures strategic planning efforts and prepares for the growth in the needs for designated program services by data collection management and analysis for recommendations to the Department and state teams;
Briefs the Director Leadership Team and other management staff on local state and federal legislative issues that impact designated staff and teams;
Serves on management teams task forces boards and committees on behalf of the Department on local and state levels; coordinates or assists with special projects or events;
Provides coverage on an on-call basis for emergencies;
Performs other duties as required
Knowledge/ Skills/Abilities:
Thorough knowledge of the philosophies objectives practices and techniques of social work and counseling;
Thorough knowledge of current social economic and health problems;
Thorough knowledge of the techniques and means of effective supervision including interviewing counseling and investigating;
Thorough knowledge of the principles and techniques of family services public assistance or protective service work;
Thorough knowledge of the programs laws and procedures of public assistance programs of the area of assignment;
Thorough knowledge of community resources for social services;
Thorough knowledge of the legal/judicial process relative to the area of assignment;
Demonstrated ability to provide trauma-informed care;
Ability to plan organize assign and supervise the work of a staff of caseworkers and to train and instruct subordinates;
Ability to communicate complex ideas effectively orally and in writing;
Ability to establish and maintain effective working relationships with clients officials employees and various parties to cases;
Ability to analyze situations to make sound judgments within the framework of existing laws policies and regulations.
Required Education and Experience:
Minimum of a bachelors degree in a Human Services field or a minimum of a bachelors degree in any field with a minimum of two years of appropriate and related experience in a Human Services area.
Considerable experience in assigned program area/human services programs and completion of required training programs.
Additional requirement of supervisory experience or work experience in a leadership role and considerable experience in human services programs or any equivalent combination of experience and training which provides the required knowledge skills and abilities.
Workers in this position are required to drive and they must meet the eligibility requirements of the Countys safe driver policy.
Preferred Qualifications/Certifications:
Possession of a BSW or MSW or related masters degree and a Commonwealth of Virginia Social Work license or other clinical license.
Physical and Mental Requirements:
Frequent need to travel for meetings within the County and schools and occasional travel beyond the County for training or meetings is required.
Regular contact with local and state staff in various departments including Social Services and Education other County departments and school staff.
Workers must be willing to travel occasionally overnight and may be required to assist in managing emergency shelters for the public. Must be willing to work beyond regular working hours and be on call.
Remote Work:
This position is eligible for a hybrid remote work schedule that is in compliance with the Countys Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.
