Human Capital Management Senior Analyst
What will you do
Serves as a lead worker IDS & Disability Retirement over HCM Analysts in the Office of Payroll & Benefits.
Coordinates advanced Payroll/Benefits absence management programs (e.g. FMLA Disability Separations/Reinstatements etc.) & implements policy for programs; analyze trends/patterns in leave program to develop & recommend initiatives to improve absence & leave program
Coordinates all benefits sub-programs for developmental centers in DODD; including health dental vision disability workers compensation occupational injury leave (OIL) & salary continuation adoption/childbirth leave disability & FMLA etc.
Serves as lead worker for HCMA processing payroll tax administration & benefits (e.g. health dental vision CCV FSA OPERS etc.); receives claims & processes according standards; receives employee health insurance & life event forms & processes applications; assists/advises employees regarding enrollment deadlines paperwork completion eligibility & enters information into the Ohio Administrative Knowledge System (OAKS) verifies enrollment data (e.g. coding in OAKS finalizes events etc)
Processes paperwork for employee leave programs (e.g. workers compensation adoption/childbirth leave disability FMLA etc.); receives paperwork provides technical assistance to employee opens events in OAKS makes contact with entities for verification of information (e.g. physicians Bureau of Workers Compensation (BWC) health & safety manager etc.) charges time to Kronos & Absence Management System (AMS) recommends status of application ensures coding to FMLA adheres to timelines for eligibility & coverage completes necessary forms & communicates with necessary entities for processing (e.g. BWC DAS physician offices etc)
Coordinates FMLA processing; capture time ensures runs concurrent with other leave program & check documentation for eligibility; provides employees with appropriate leave paperwork upon request; acts as liaison between employee & other entities (e.g. DAS insurance provider etc) to ensure proper processing of claim; monitors leave balances to ensure leaves coincide with requested leave; report any issues regarding leave &/or inadequate leave; work with payroll office & supervisor to ensure proper deductions appropriate OAKS coding leave & leave balances are calculated appropriately etc.
Daily responsible for checking messages in Payroll & Benefits general delivery email boxes for all departmental staff & answering questions from all department staff; works with departmental staff & supervisor to problem solve research & provide guidance to employees on leave programs; provides technical expertise on benefit issues to staff & internal management; reviews benefits information in OAKS computer system to assure accurate delivery of benefits to employees; researches & resolves benefits issues; notifies employees of changes in benefits; runs appropriate reports to check for needed updates/changes to employee benefits; assists with open enrollment (e.g. key manual changes answer questions facilitate information processing etc)
Ensure deadlines are met communicates with supervisors/timekeeper/payroll regarding leave status assists employees in resolving problems related to disability leave benefits); processes salary continuation/OIL requests; ensures proper completion of paperwork adheres to timelines communicates with relevant agencies/entities (e.g. Bureau of Workers Compensation physician offices etc) works with payroll for proper coding of claims; keeps manager up-to-date on relevant changes & issues affecting benefits processing.
Conducts orientation to benefit programs for new hires (e.g. explains benefits provides timeframes receives paperwork answers questions enters information into OAKS).
Attends in service training to remain up-to-date on benefits processing for all programs; remains current on OAKS & other HCM related issues (e.g. webinars meetings); works with contact(s) at DCs to coordinate any processing or leave issues &/or answer questions; attends DAS & other training sessions/meetings to keep updated on human resources policies/procedures; performs other duties as requested.
