The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as an Cloud Procurement Contract Analyst with the Customer Experience Division.
This position supports SCMs Contract Risk Management team. This team is responsible for mitigating risk on Information Technology (IT) procurements that are classified as Cloud high risk or major projects.
The team also supports Cloud terms & conditions negotiations. This position will be responsible for reviewing contracts involving complex Cloud high risk and Major Project contracts and assist agencies by managing/overseeing the negotiation and execution of complex IT Cloud based or SaaS procurements.
The Cloud Procurement Contract Analyst will also support the review of IT Cloud terms & conditions as needed and provide recommendations to agencies.
The selected candidate(s) will be responsible for the following tasks:
Review IT contracts of varying degrees of complexity and risk that are Cloud-based or Software as a Service (SaaS).
Serve as a backup reviewer for solicitations and contracts that are categorized as a major project and/or high-risk.
Review and analyze IT contracts for compliance with applicable laws policies and guidelines such as the Virginia Public Procurement Act (VPPA) and VITAs Security policies standards and guidelines.
Revise contracts in collaboration with customer agencies to ensure conformity with the Commonwealths and VITAs applicable laws and policies and the customers needs.
Negotiate Cloud terms and conditions with suppliers in collaboration with the customer agency and VITA Security.
Address complex contract problems and provide resolutions for contract negotiations.
Assist with the development and/or revision of Cloud terms and conditions as needed.
Propose alternate language for problematic clauses in standard vendor service terms and service-level agreements.
Influence public bodies to make informed decisions by providing insights into contract terms and conditions identifying potential risks associated with accepting alternate contract language and mitigating identified risks using alternate language and appropriate contractual provisions.
Work with autonomy to include spotting legal issues and knowing when to consult the Office of the Attorney General (OAG) for legal advice and/or executive leadership for guidance.
Assist with the development and/or revision of Cloud process documentation resources and guidance.
Log and track each public bodys Cloud Terms request from the submission of the request form by the agency to the final approval.
Submit weekly Cloud metrics to leadership.
Identify new developments in IT Contracting and/or Cloud-based procurements and partner with teammates and internal stakeholders to adjust processes and/or contractual terms to reflect the current market.
Participate in the development and delivery of IT Procurement training including training on the procurement process for Cloud (COV Ramp).

Minimum Qualifications
Considerable experience communicating with stakeholders suppliers and/or legal counsel.
Considerable knowledge of various contract types and procurement methods.
Considerable experience with project management.
Experience meeting deadlines.
Considerable experience in Information Technology procurements and contracting.
Considerable knowledge interpreting and applying of federal state laws/regulations.
Considerable knowledge in with Cloud services.
Additional Considerations
Experience in state or local government procurement.
Experience in supply chain management public administration business management or equivalent experience.
Working knowledge of the Virginia Public Procurement Act (VPPA) and VITA policies guidelines and standards.
