The New York City Department of Correction (DOC) is an integral part of the Citys evolving criminal justice system participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees visitors volunteers and people in our custody. Importantly safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The Executive Director of Data Analytics and Data Operations will report to the Assistant Commissioner of Data Analysis and Research and is responsible for leading the agencys enterprise-wide data governance analytics integration and reporting quality functions to ensure that all operational analytical and mandated reporting outputs are accurate timely secure and actionable. The Executive Director oversees technical teams responsible analytics TEAMS and A.C.T. ensuring that agency data is reliable well-governed and effectively leveraged to support decision-making and compliance.
This role provides enterprise-wide leadership over data governance quality and analytics ensuring all systems reporting pipelines and analytical functions operate under a unified secure and well-documented framework. It oversees key analytics units external reporting and validation processes to ensure accuracy compliance and consistent metric alignment across all mandated reports. The position translates complex data into actionable insights for senior leadership and is responsible for presenting complex information clearly and effectively to a wide range of audiences including executives operational staff and external stakeholders. Responsibilities include developing long-term data and analytics strategies strengthening data literacy across the agency and designing training and onboarding documentation to support consistent use of tools metrics and standards. The role manages agency-wide data request tracking to ensure ad-hoc requests are logged prioritized and addition maintain standardized documentation definitions and quality assurance processes. Additional duties include supporting dashboard and reporting development collaborating with technology teams on data infrastructure ensuring cross-system data alignment and mentoring technical teams to ensure strong execution and alignment with agency priorities.
Additional duties include the following:
- Provide technical expertise to internal and external stakeholders on matters related to data quality governance and reporting reliability.
- Oversee the work and training of analysts and technical staff in core functions including data quality analytics dashboard development documentation and mandated reporting.
- Ensure strong data management practices including version control documentation and workflow management using tools such as Visio Airtable GitHub and related platforms.
- Demonstrate expert ability to manipulate large datasets from diverse sources using SQL Python Tableau and related tools.
- Ensure adherence to privacy HIPAA and other data-use frameworks in all data handling and reporting activities.
- Serve as a key contributor to mandated reporting processes and compliance activities ensuring accuracy and timely submission.
Preferred Skills and Experience
Three years of professional experience in leveraging data in a large organization to legitimize business insights with expert abilities in Tableau/ BI/ SQL/R and queries. At least 1 year in a managerial role leading a team of data analysts. Excellent communicator collaborator and team player. Proven ability to work in a fast pace environment.

Qualifications :
1. A baccalaureate degree from an accredited college and four years of satisfactory full time experience in the field of investigations auditing law enforcement criminal justice or in a major operational area of the agency in which the appointment is to be made 18 months of which must have been in an administrative managerial or executive capacity or supervising a staff performing investigations or related work; or
2. Education and/or experience equivalent to 1 above. However all candidates must have the 18 months of experience in an administrative managerial executive or supervisory capacity as described in 1 above.
