Leidos Health & Services has an immediate opening for a Program Manager III supporting R&D operations under the Chief Science Director (CSD) at the Naval Medical Research Unit San Antonio (NAMRU-SA) in San Antonio TX. The ideal candidate is PMP certified has direct experience supporting a military medical research laboratory and holds an active Secret -SA serves as one of the leading research and development laboratories for the U.S. Navy and conducts gap driven combat casualty care craniofacial and directed energy research to improve survival operational readiness and safety of Department of Defense (DoD) personnel engaged in routine and expeditionary operations

Primary Responsibilities
Support R&D operations under the Chief Science Director (CSD); provide senior level advisory role to junior program managers coordinators and analysts in scientific directorates
Review and provide input for business and growth plans for research to directorates
Act as a central point of contact between the commands R&D teams operations and executive leadership; creates transparency and drives cross-team communication
Provide written and verbal project updates to project sponsors and other stakeholders regarding project status risks/issues and accomplishments
Develop and champion project progress-tracking and reporting tools; leads the development and execution of project charters management plans and detailed work breakdown structures
Assist CSD and scientific directorates in carrying out administrative and financial tasks related to research; works with Comptroller to resolve research funding-related inquiries
Monitor project budgets and ensure costs remain within approved limits; track study expenditures and reports financial status related to research under contract to the Government
In collaboration with the Government provide recommendations for yearly budgets related to research under contract
Manage project team resources clearly defining roles and deliverables specifically those who support core functions
Assist the Government with gathering information for taskers and other requests for information (RFI)
Maintain and organize Government-prepared research documents at a command level including command scientific notebooks
Assist the Government with space utilization within the scientific directorates and make recommendations accordingly
Submit Government approved proposals and grants via various websites (i.e. eBRAP CMRDP etc.)
Verify Government prepared documentation is available for various research meetings
Coordinate and schedule meetings on behalf of the CSD; take minutes and provides to Director
Assist CSD and command suite with tours and scientific visitors

Basic Qualifications
Bachelors degree with 10 years related experience or a Masters degree with 7 years related experience
Direct experience supporting a military medical research laboratory
Proficient in project management tools
Demonstrated ability to lead cross-functional teams without direct supervisory authority
Ability to influence and drive alignment between diverse stakeholders
Strong communication skills with ability to bridge technical and non-technical audiences
Excellent analytics and problem-solving skills
Due to Federal contract requirements US citizenship is required
The candidate will be required to acquire at a minimum a SECRET classification access level. Preference will be given to a candidate who already has this clearance level
