The City of Oxnards Public Works Wastewater Division is seeking a Technical Services Manager!
The Technical Services Group includes approximately 7 employees and has two primary responsibilities: management of the approved wastewater pretreatment program and management of the Municipal Stormwater Separate Sewer System (MS4) permit.
The ideal candidate will have strong analytical management and leadership skills and be well-versed in wastewater treatment pretreatment and stormwater regulations. As this position interacts with a variety of internal and external stakeholders exceptional interpersonal skills are of the utmost importance. The successful candidate will have a proven work history of growth the ability to effectively manage regulatory programs and interact with staff professionally and positively.
Manage the wastewater pretreatment program
Manage the Municipal Separate Stormwater Sewer System (MS4) permit.
Manage a group of Environmental Specialists
Participate in the MS4 Ventura County Stormwater Quality Management Program Management Committee
Develop risk assessment and mitigation strategies
Provide and coordinate required training programs
Provide outreach to the business community on environmental regulations permits and commercial/industrial facilities
Coordinates activities with regional state and federal agencies.
Manage the enforcement response plan
Provides technical assistance to existing and prospective businesses
Participates in the development of the Technical Services program budget; participates in the forecast of necessary funds for staffing materials and supplies; oversees the budget issues throughout the fiscal year and implements adjustments as necessary.
Serves as a representative of the Technical Services program; coordinates activities with other divisions programs and organizations; provides information and resources to City officials programs and other organizations as is appropriate.
Attends and participates in organizational and community meetings as necessary; stays current on issuesrelative to the field of environmental programs and laws; responds to and resolves community andorganizational inquiries and complaints.
Prepares and presents staff reports and other necessary documents or correspondence to appropriateboards groups and/or committees.
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Utilities Technical Services Analyst Senior in that itoversees a major operational program or function and serves as a second level supervisor.
SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Incumbents supervise professional paraprofessional and support staff including conducting performance evaluations coordinating training and implementing hiring and discipline and termination procedures. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline organizational policy or procedure or in consideration of risk management. This position reports directly to the Wastewater Division Manager.
WORK SCHEDULE:
The normal work week is Monday through Thursday 7:00 am to 5:00 pm and alternating Fridays 7:00 am to 4:00 pm. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Division.
Supervises staff including conducting performance evaluations coordinating training and implementing hiring and discipline and termination procedures.
Plans coordinates and supervises assigned maintenance and operations programs and functions; monitors processes to ensure the achievement of work quality standards and adherence with operational and safety policies and procedures.
Reviews and evaluates programs processes and operating performance; recommends develops and implements program enhancements and procedures to maximize quality and effectiveness.
Investigates analyzes and resolves operational issues; responds to inquiries and complaints; interprets and explains policies and procedures; plans and implements adjustments improvements and solutions.
Monitors and administers maintenance and service contracts; evaluates proposals; assists in negotiating contracts and vendor/contractor selection; reviews scope of work for projects and monitors progress and quality as specified within contracts.
Provides support in preparing and monitoring assigned budget; manages expenditures and inventory in accordance with operating budget.
Performs other duties of a similar nature and level as assigned.

Responsible for reviewing and updating related city ordinances and standard operating procedures.
Assists with the management of regional wastewater partners
Total Maximum Daily Load (TMDL) regulations
Clean Water Act
laboratory practices and procedures
municipal wastewater industrial and commercial wastewater processes
wastewater and industrial analytical chemistry and potential impacts.

Employees are required to participate in the Citys direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12 month probationary period.
