Role Description:

The Manager Capital Delivery will beaccountable and responsible for contract oversight management administration and technical direction for multiple concurrentArchitectural or Engineering (AE) Construction and Collaborative Delivery contracts. The position is responsible for leading supervising and developing a team of project/program management and direct report staff to deliver the Capital Improvement Program (CIP) and provide Operation on-demand support. The position may serve as the Contracting Officer Technical Representative (COTR) for Engineering CIP Projects and/or Lifecycle Project Manager for various/multiple Collaborative Project Delivery (CPD) projects. The position is expected to carry out assignments independently to include interpreting policies and regulations and coordinating work with others.

Essential Duties & Responsibilities:

Duties within the scope of the practice of engineering (POE) will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 472853.131 and are respectively identified. The duties and responsibilities of Manager CIP Capital Delivery are People Contract Project and Technical management and supervision. The Contract Project and Technical management scope includes:

For the purposes of this part the term practice of engineering means the application of special knowledge of the mathematical physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation investigation expert technical testimony evaluation planning design and design coordination of engineering works and systems planning the use of land and water performing engineering surveys and studies and the review of construction for the purpose of monitoring compliance with drawings and specifications in connection with any utilities structures buildings machines equipment processes work systems projects and industrial or consumer products or equipment of a control systems communications mechanical electrical hydraulic pneumatic or thermal nature that may involve safeguarding life health or property and including such other professional services as may be necessary to the planning progress and completion of any engineering services.

People Management Duties and Responsibilities

  • Oversee develop and support direct report(s) to achieve professional and performance goals.

  • Lead a team of professionals both internal and external to the CIP and on-demand Operations support programs.

  • Performs routine technical and administrative functions including attending DC Water and/or departmental policy meetings and preparation of status reports for Authority management.

Contract Management Duties and Responsibilities

  • Directly manage and/or oversee project management staff with contract oversight and administration for Architectural or Engineering (AE) Construction and Collaborative Delivery contracts and on-demand Operations support.

  • Monitors and reports on planning design and construction project schedules budgets purchase order sufficiency and invoicing and take corrective actions to comply with established standards and SOP when necessary.

  • Manage and/or oversee contract deliverables for quality and accuracy.

  • Manage and/or oversee the Owners Advisor (OA) and lifecycle Project Manager assigned by Program Management to support collaborative delivery contracts.

  • Assists the Contracting Officer with Claims and Disputes Management.

  • Manage and/or oversee the timely preparation and approval of contract modifications (e.g. Change Orders and Supplemental Agreements) in accordance with DC Water standards.

  • Prepares consultant/contractor performance evaluation.

  • Develop strategies for continuous improvements change management and work with staff to implement policy and procedural changes.

Project Management Duties and Responsibilities

  • Ensures overall project controls including planning project/contract status reporting cost quality and schedule management are enforced throughout the project lifecycle.

  • Ability to manage multiple concurrent projects.

  • Manages internal and/or external matrixed Project Management and Program Management consultant staff assigned to the contract from concept through construction closeout.

Technical Management Duties and Responsibilities

  • Provide appropriate technical direction in the administration of assigned contract(s) and will coordinate with engineer of record (EOR) for all design changes to the plans and specifications as applicable.

  • Reviews standards for design and participates in the development of new standards.

  • Provides technical guidance in interpreting codes standards and contract documents.

  • Performs other duties and projects as assigned at the discretion of the supervisor.

Supervisory Responsibilities:Supervises Provides daily planning and administration in the selection assignment supervision promotion discipline and training of personnel within the area of responsibility and direct reports.

Key Working Relationships:Interacts with co-workers in the Department and throughout the Authority contractors and project engineers from other organizations and agencies etc.

Skills & Qualifications:

The qualifications listed below are representative of the knowledge skill and ability necessary for an individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are provided.

Required Skills & Qualifications

Required Experience

Minimum 7 years of progressive engineering experience related to contract management and administration and CIP planning design construction projects management of budget schedules and resources involving large multi-disciplinary water and wastewater projects/programs.

Knowledge of engineering design of major water sewer and wastewater treatment facilities.

Knowledge with construction management practices and methods.

Knowledge of Progressive Design Build (PDB) and Construction Manager at Risk (CMAR) collaborative delivery methods

Knowledge of federal local and industry engineering codes and standards.

Knowledge of engineering software applications.

Experience with Project Management practices and PMI principles

Minimum Education Requirements:

Bachelors degree in Civil/Mechanical/Structural/Electrical Engineering or other related engineering discipline from an ABET accredited curriculum or an ABET equivalent.

Physical Requirements:

Primary duties of this role are performed indoors but the person in this position could be required to conduct field visits that could last several consecutive days.

The person in this position may be subject to noise and to hazards from a variety of physical conditions.

The person in this position may be subject to atmospheric conditions that affect the respiratory system or skin such as fumes odors dust mist gases or poor ventilation or to exposure to oils or other chemicals on construction sites and at plant locations.

Preferred Skills & Qualifications

Preferred Experience

Ten (10) years of demonstrated experience in Civil/Mechanical/Structural/Electrical engineering works involving the design operation modeling and analysis of water system facilities contract and construction management of water projects or a closely related field.

Knowledge of regulatory developments new technology and current trends in water systems design.

Preferred Education Requirements:

Masters degree in Civil/Mechanical/Structural/Electrical Engineering or other related engineering discipline from an ABET accredited curriculum or an ABET equivalent.

PMI Project Management Professional (PMP) Certification

Design Build Institute of America (DBIA) or Associate DBIA Certification
