Position Description

LEAP Program Description

Global Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Procurement Supply Chain Management Tuberculosis (PSCM TB) Advisor will support Indonesias National Tuberculosis Program (NTP) in delivering life-saving humanitarian assistance service delivery in full alignment with the new Presidential Executive Order directives. The Advisors primary focus is to provide technical support for direct service delivery with a special emphasis on strengthening procurement and supply chain management of tuberculosis (TB) drugs and commodities to ensure quality diagnostics and treatment services for TB patients.

The Advisor will support the NTP in the effective adoption and implementation of life-saving TB interventions focusing on TB and multidrug-resistant/extensively drug-resistant TB (M/XDR-TB) detection treatment and prevention. The Advisor will identify programmatic bottlenecks and facilitate solutions through coordinated technical support working closely with the Global Fund and other collaboration with the Pharmaceutical Medical Devices Directorate and Indonesian Food and Drug Authority (BPOM) the Advisor will support the NTP in quantification and procurement of TB commodities ensuring the provision of high-quality drugs and strengthening the quality assurance system. The Advisor will also support the development and implementation of an efficient TB commodities stock monitoring system for effective management of drugs and laboratory supplies including TB diagnostic tests such as GeneXpert and BD Max cartridges. The Advisor will provide daily support to the NTP on all procurement and supply chain management issues and works in close collaboration with the U.S. Department of State Health Foreign Assistance Unit in Indonesia. The PSCM-TB Advisor will be based at the NTP within the Ministry of Health (MOH) receive directions from the NTP Manager (Onsite Manager) and report to the U.S. Department of State (DoS) Health Foreign Assistance Unit in Indonesia on monthly basis.

Responsibilities

Support NTP in effective delivery of life-saving assistance and service delivery through ensuring a robust procurement and supply chain management of TB drugs and commodities.

  • Assist the NTP PSCM team in implementing logistics activities (planning procurement distribution warehousing monitoring and evaluation) to ensure the availability of the TB drugs and diagnostic commodities.
  • Support the NTP in collaboration with the Pharmaceutical and Medical Devices Directorate on TB drug quantification and budget planning from the Central Government of Indonesia (APBN) and donors such as the Global Fund and the S. DoS Health Foreign Assistance Unit in Indonesia.
  • Enhance the TB Logistics Management Information System through real-time inventory tracking and an automated stock-out early warning notification system.
  • Support the adoption integration interoperability and implementation of the TB Health Information System (SITB) with the Indonesia Satu Sehat Platform especially with Satu Sehat Logistic to ensure completeness and real-time stock data for TB commodities.

Strengthening the capacity of the NTP PSCM Team in procurement and supply chain management of TB health commodities

  • Support the development of a long-term strategy for TB commodity procurement including domestic resource mobilization capacity building for local and international tenders and processes for using domestic financing for procurement from the Global Drug Facility (GDF).
  • Provide mentorship and capacity building to the NTP and PSCM team on all aspects of supply chain management including regular monitoring of national stock-on-hand analyzing commodity consumption data and trends quantifying TB drugs and laboratory consumables and develop product specifications supply/storage and distribution plans.
  • Build the capacity of NTP PSCM team in calculating drug requirements using QuanTB software.
  • Support the development and implementation of a capacity-building plan for provincial district and health facility staff on the supply and management of TB drugs and commodities.
  • Mentor and build the capacity of the NTP PSCM team in international procurement of drugs and medical products by establishing systems and processes to improve procurement efficiency. This will include developing specifications preparing the scopes of work for warehouse renovation (if necessary) and review of equipment specification with support from the technical focal point.

Support the NTP in effective utilization of the Global Fund grants and other donors resources

  • Collaborate closely with stakeholders such as the Global Fund Stop TB Partnership- GDF BPOM the Technical Working Group and the Pharmaceutical and Medical Devices Directorate to address all PSCM issues.
  • Support the PSCM team in soliciting regular feedback from provincial and district health offices to identify and address distribution and inventory management challenges at peripheral health institutions.
  • Work with the NTP PSCM team GDF and Ministry of Finance to set up more efficient systems to improve the importation process including order placement payment pre-custom clearance documents procurement tracking stocks on pipelines and distribution.
  • Support the NTP in implementing new drugs and TB treatment regimens for drug-susceptibility TB (DSTB) drug-resistant TB (DRTB) and TB preventive treatment (TPT) ensuring drug availability and minimizing unused drugs during phase-out.
  • Liaise with Ministry of Health stakeholders to expand anti-TB drug quality assurance activities including support for implementing sampling protocols.

REPORTING:

The Senior PSCM-TB Advisor will report to and receive technical direction from the NTP Manager and will work in close collaboration with the U.S. DoS Health Foreign Assistance Unit in Indonesia. The Advisor will provide a monthly summary of all activities by the 5th day of the following monthto the NTP manager and DoS TB focal points and will meet with the U.S. DoS/Health Foreign Assistance Unit on a quarterly basis to review activities and priorities. Additionally the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.

Qualifications

  • Advanced degree in health or other relevant higher education degree.
  • A minimum of seven years of relevant experience with at least 3 years of procurement and supply chain experience
  • Experience implementing PSCM-related program or activities; experience in PSCM related to TB or other infectious diseases is preferred.
  • In-depth knowledge and hands-on experience in procurement and supply chain management of TB drugs and commodities is an advantage.
  • Demonstrated ability to review analyze and provide technical advice on quality PSCM programs at the national level.
  • Demonstrated knowledge of global and national policies and best practices in PSCM.
  • Experience facilitating training and delivering capacity building.
  • Experience working with the key stakeholders in the Indonesian National TB Program and international development partners.
  • Fluency in written and spoken English.
  • Professional proficiency in written and spoken Bahasa Indonesia.
