SUMMARY OF ASSIGNMENT

Under the general direction of the Budget Manager the Accountant II provides advanced accounting budget and grant management support for the school district. This position performs critical financial functions including reconciliation reporting grant compliance department and program budget monitoring and capital projects accounting support. Work is completed in alignment with state and federal requirements district policy and established accounting standards. The role requires strong analytical skills attention to detail and the ability to partner with program administrators and departmental leadership to ensure accurate compliant and transparent financial operations.

ESSENTIAL FUNCTIONS

Grant Management & Compliance

  • Assist with preparation and submission of grant applications across local state and federal funding streams.
  • Develop enter and maintain budgets within the State-authorized grant management system; provide guidance to grant owners on system use and budget management.
  • Perform and/or coordinate time and effort tracking reconciliation and documentation.
  • Prepare and submit reimbursement claims for grants; ensure expenditure alignment with approved grant budgets.
  • Maintain required documentation and records for all categorically funded programs.
  • Support compliance with local state and federal SEFA reporting requirements.
  • Assist with monitoring grant spending to ensure timely accurate drawdowns and adherence to grant timelines.

Department Program and Categorical Budget Support

  • Monitor program and departmental budgets reviewing expenditures for appropriate coding and compliance.
  • Provide regular financial status updates reports and analysis to program administrators and department leadership.
  • Offer recommendations guidance and technical support to assist managers in interpreting budgets planning and meeting financial compliance requirements.
  • Accounting Reporting & Reconciliation
  • Perform regular accounting reconciliations to the GL in alignment with support areas
  • Prepare financial reports expenditure analyses and supporting documentation for internal and external stakeholders.
  • Monitor budget-to-actual performance and identify variances; collaborate with departments to resolve discrepancies.
  • Assist in preparing schedules and data for audits and financial reporting cycles.
  • Maintain organized accurate financial records consistent with district retention policies and state audit requirements.

Capital Projects Accounting Support

  • Assist in the management filing and organization of capital project and public works documentation.
  • Support the Accounting & Treasury Manager in tracking project expenditures contracts and change orders.
  • Maintain accurate project accounting records for capital and construction-related activities.
  • Assist with reporting and reconciliation of capital project funds ensuring adherence to state and district purchasing and public works requirements.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience

  • BA/BS in Accounting Finance Business Administration or a closely related field two years of progressively responsible experience

OR

  • AA and four (4) years of related work experience preferably in government or K-12 finance

Additional qualifying experience or education may substitute for the requirements on a year-for-year-basis.

  • Strong communication skills with the ability to clearly explain technical financial information to non-financial stakeholders
  • High degree of accuracy and attention to detail and strong organizational skills
  • Competence using financial management systems spreadsheets and database tools
  • Ability to engage in a professional office environment and maintain confidentiality
  • Experience understanding and sensitivity in working in multi-cultural and ethnically diverse surroundings with the ability to communicate effectively with all cultural groups.
  • Ability to organize time and materials effectively.
  • Ability to remain flexible and work effectively under pressure.
  • Ability to communicate effectively with staff parents and volunteers in a diverse environment.
  • Excellent writing and editing skills including the ability to write appropriately for multiple audiences and purposes.

Certification and Licenses

  • Must have a valid Washington State drivers license and proof of insurance.
  • Must be able to obtain access to Joint Base Lewis-McChord in accordance with the REAL ID Act.

Desirable Qualifications

  • Knowledge of governmental fund accounting principles and practices particularly those applicable to K-12 public education
  • Familiarity with state and federal grant requirements
  • Familiarity with public works and capital projects documentation

WORKING CONDITIONS

Work is performed in a regular office and school environments. Travel to and between school sites is necessary. Occasional travel to district sponsored events or out-of-district conferences. Must be able to use fingers hands and arms and to listen carefully and focus while filtering out normal office noise. The ability to speak and see clearly; sit or stand for prolonged periods of time; bend twist walk and reach requiring ordinary physical effort are all required. Exposure to normal levels of office dust VDT screens and office machines and their required chemicals are part of the job.

CONDITIONS OF EMPLOYMENT

Employment with Clover Park School District is conditional pending completion of a Washington State Patrol and Federal Bureau of Investigation fingerprint background check as required by RCW28A.400.303. (NOTE: All associated background check fees are the employees responsibility.) The fingerprint scan must be completed prior to the first day of employment.
