Job Description

The Accounting Specialist supports the Finance Department by performing accounts receivable accounts payable backup and support cash receipts and other general accounting duties. Work is performed under the supervision of the Assistant Finance Director.

Please note: This is a regular part-time position of 24 hours per week with a consistent schedule. The preferred schedule is five days per week though a four-day workweek may be considered. Daily shifts typically range from 46 hours.

Duties/Responsibilities

Accounts Receivable:

  • Reviews departmental invoice requests for processing
  • Enters and generates invoices from various departments using accounting software scans and stores documents electronically
  • Reviews unpaid invoices and follows up on delinquent accounts sends monthly statements to customers places collection calls on past due accounts
Cash Receipts:
  • Receipts cash checks and credit card activity from all city departments
  • Balances cash drawer daily
  • Prepares daily deposit
Accounts Payable:
  • Provide backup and support to the accounts payable function as needed for the following:
    • Receives reviews prepares and processes payments of invoices for every aspect of city government including utilities operating expenses contracts for improvement payroll liabilities and refunds to residents.
    • Manages updates and maintains accounts payable vendor files including W-9s and vendor banking information.
    • Determines city-wide phone bill account distribution and charges for all departments.
    • Codes and processes all city utility bills to include maintaining updating and transferring the detailed information to the citys energy management company.
    • Upload files to the bank for positive pay and electronic payments.
    • Review positive pay notifications daily.
Other General Accounting:
  • Open scan and distribute mail on daily basis
  • Calculate and submit monthly fuel and sales taxes to MN Department of Revenue
  • Serves internal and external customers through phone electronic and in person means
  • Performs general accounting data-entry and miscellaneous office tasks
  • Assists assistant finance director and senior accountant with tasks as requested including month-end and year-end closing processes.
  • Prepare annual 1099s
  • Provides guidance and oversight for city-wide purchasing accounts
  • Prepares workpapers and supporting documentation for general ledger postings and annual financial report
  • Maintains accounting documents electronically in accordance with applicable records retention and data privacy laws
  • Performs other duties consistent with the responsibilities of the position as apparent or assigned

Qualifications

Minimum Qualifications(expected to have to enter job)

  • High school diploma or GED
  • Experience in customer service
  • Two years experience in general accounting/bookkeeping or equivalent combination of education and experience.
Preferred Qualifications(desired but not expected to have to enter job)
  • Supplementary accounting course work
  • Experience with municipal government
  • Familiarity with integrated computerized financial systems
  • Three or more years related experience
  • Work experience in accounts payables accounts receivable and general ledger
  • Work experience in handling daily deposits and cash receipts
  • Principles and procedures of general accounting and bookkeeping.
  • Methods and procedures of fund accounting principles

Knowledge Skills and Abilities:

  • Skilled in handling cash and balancing procedures.
