Position Description

This is an excellent opportunity to work in the Seattle Police Department (SPD) Detective Division Working within the sex crimes Unit (SCU). This position will serve as the Sexual Assault Kit Initiative (SAKI) Grant Program Coordinator within the Seattle Police Department (SPD). We are seeking an applicant with strong financial and grant management knowledge and skills.

This position is funded by a portfolio of Federal funding sources (i.e. U.S. Department of Justice (DOJ) Office of Justice Programs (OJP) Bureau of Justice Assistance (BJA).

Job Responsibilities


  • Lead planning and program coordination for the SAKI grant program designing developing and implementing the program.
  • Establishing goals budgets schedules and performance criteria for the program.
  • Serve as team lead coordinating with crime labs prosecutor offices victim advocacy organizations and federal oversight agencies.
  • Conduct planning research and technical analysis on SPDs sexual assault kit backlog program.
  • Conduct analysis on varied program performance metrics including case outcomes and victim services effectiveness while developing planning research methodology for evaluating forensic lab results and previous sexual assault investigations to determine investigative priorities.
  • Prepare comprehensive reports on trends issues and implementation outcomes for department management and federal agencies.
  • Develop and implement policies and procedures for federal grant compliance criminal justice workflows and victim services protocols.
  • Providing technical planning advice to management researching and developing program plans that meet program goals and ensure compliance with Department of Justice requirements drafting grant applications legislative proposals and program-related materials.
  • Conduct stakeholder engagement representing the department at public meetings community forum and interagency working groups where the subject position will present and explain program activities and recommendations to elected officials federal agencies other municipalities victim advocacy organizations media and the public.
  • Provide technical planning expertise for specialized systems used in the SAKI program coordinating system implementation with vendors and federal agencies determining SPD access protocols.

  • Develop and negotiate consultant contracts for specialized forensic services victim advocacy programs and technical assistance. This work entails coordinating contracted services reviewing consultant deliverables and ensuring compliance with contracts and federal grant requirements.
  • Provide technical training and assistance to SPD staff City Attorney personnel and other agency staff on SAK program protocols and federal requirements.
  • Interpreting polices and associated regulations planning and conducting training sessions developing training materials and maintaining a library of program information.

Qualifications

Required Qualifications:
Requires three years of advocacy experience providing direct services to victims of sexual assault. Knowledge and understanding of best practices regarding SAFE kit submission storage testing reporting practices victim notification disposal and a bachelors degree in planning business public administration or related fields (or a combination of education and/or experience and/or training which provides an equivalent background required to perform the work of the class).

Desired Qualifications:
Previous familiarity with Mark 43 records management system.
Prior experience working on federally funded SAKI grants.
Understanding of Forensic Genetic Genealogy (FGG) and Investigative Genetic Genealogy (IGG).
Understanding of CODIS (Combined DNA Index System).
Ability to utilize computerized record systems to include RegJIN LOIS CRIMES LEDS/NCIC HP records management CAD Microsoft Excel and Microsoft Word.
Ability to communicate effectively orally and in writing.
Ability to prepare clear concise and comprehensive reports correspondence and other documents appropriate to the audience.
Ability to work collaboratively in a team environment while exercising sound customer service skills.
Experience designing an SQL database.
Has professional contacts in the area of criminal justice social services and victim advocacy.

Position Requirements:
Must pass a Seattle Police Department background investigation.

The City of Seattle offers a comprehensive benefits package including vacation holiday and sick leave as well as medical dental vision life and long-term disability insurance for employees and their dependents. More information about employee benefits is available on the Citys website at: full salary range for this position is $56.23 - $65.54 per hour.
New employees begin at Step 1 of the pay progression which is $56.23 hourly. Current City employees starting rate of pay will be based on Personnel Rules regarding promotions. This is a full-time (1.0 FTE) regular position with full benefits. This is a Civil Service position eligible for overtime.
