The State of South Dakota Department of Agriculture and Natural Resources (DANR) is looking for a motivated individual to fill their Accounting Manager I position in Pierre SD. This position is part of the accounting/auditing career family and will assist with DANRs accounting state & federal financial reporting and internal control systems work by using with the states accounting system payroll system and financial reporting system. This role will supervise two Grant and Loan Specialists and one Program Assistant serve as the primary contact for annual SRF financial statements and assist the departments fiscal office with accounting reporting and system transitions. Additionally the position will take primary responsibility for internal control oversight.

Specific job duties include:

Team Leadership and Supervision

  • Directly supervise two Grant and Loan Specialists and one Program Assistant.
  • Monitor team performance provide coaching and act as a technical resource.


Financial Oversight

  • Review and approve State Revolving Fund (SRF) loan program financial reports.
  • Ensure accuracy in monthly and quarterly reconciliations and supporting documentation.
  • Recommend improvements to maintain compliance with updated regulations.


Bond Issuance Participation

  • Collaborate on all aspects of bond issuance including need sizing allocations timing document review and account setup.


Loan Program Management

  • Oversee grant and loan processes and maintain familiarity with requirements through limited loan application processing workload.
  • Ensure compliance with covenants insurance audits and financial reporting for existing borrowers.


Water Environment Fund Programs

  • Oversee reporting payment processing and financial activities for non-SRF loan programs.
  • Assist with annual Omnibus bill funding level preparation including projections and balance calculations.


Regulatory Compliance and Reporting

  • Maintain expertise in governmental accounting practices SRF regulations and federal requirements.
  • Enter all DANR federal grant awards into the FFATA online portal.
  • Serve as the main financial contact for all DANR-administered loan programs to include State Revolving Fund loans Water Environment Fund loans and Conservation loans.


Internal Controls and Records Management

  • Lead department-wide internal control oversight.
  • May serve as records retention officer.


The Ideal Candidate Will Have:


4 Year degree in Accounting with state government and management experience

Knowledge of:

  • knowledge of accepted accounting principles;
  • governmental accounting;
  • internal control processes activities and cycles;
  • accounting and reporting systems.


Skill to:

  • perform ongoing accounting federal grant and financial reporting functions;
  • carry out accounting reporting and monitoring processes;
  • review and approve financial statements reports and documents;
  • extract accounting systems data;
  • responsible for reporting to a variety of state or federal agency requests;
  • plan and coordinate year-end financial processes;
  • coordinate the accounting operations of a state government agency.


Ability to:

  • analyze and interpret financial reports;
  • learn and understand complex financial systems;
  • understand customer requirements and develop solutions;
  • communicate procedures and solutions.
