Duties:

Reporting to the City Manager the Intergovernmental Relations Advisoris responsible forcoordinating the City of Lloydminsters intergovernmental initiatives and advocacy efforts. This role provides extensive research analysis and advice on policy trends and recommended actions develops the Citys advocacy plan and coordinates government relations activities to support municipal priorities. The Advisor fosters relationships andfacilitatescollaboration with the federal government Saskatchewan and Alberta provincial governments regional municipalities Indigenouscommunitiesand key stakeholders.

Policy Analysis Research & Environmental Scanning

  • Conduct ongoing cross-jurisdictional research environmental scans toidentifyissues trendsrisksand opportunities affecting the City.

  • Analyze Alberta and Saskatchewan provincial and federal policies legislation regulatory changes budgetreleasesand regional developments and assess their implications for the City.

  • Prepare recommendations reports briefings and analysis for Executive Leadership and City Council as well as Provincial/Federal Government and other related groups.

  • Maintain awareness of political economic and social factors influencing municipal governance and incorporate relevant findings into strategic advice.

  • Primary contributor toestablishingenhancingand promoting the Citys regional and intermunicipal assets.

Advocacy & Government Relations strategy

  • Develop coordinate and implement the Citys advocacy strategy and government engagement plans.

  • Prepare briefing materials key messages presentations and strategic advice to support Executive Leadership and City Council.

  • Facilitate meetings and interactions with internal departments government representatives decision makers and external partners to advance the Citys interests.

  • Maintain track and report on the Citys advocacy plan to Executive Leadership and City Council.

  • Support City Council and Executive Leadership participating in provincial federal regional and municipal boards committees and caucuses such as Alberta Municipalities AB Mid-sized Cities Mayors Caucus (MCMC) Saskatchewan Urban Municipalities Association (SUMA) Saskatchewan City Mayors Caucus (CMC) Saskatchewan Cities Caucus SUMA the Federation of Canadian Municipalities (FCM) and others as assigned.

Legislative Monitoring & Input

  • Monitor legislative reviews and regulatory initiativesimpactingtheCity.

  • Supporting Legislative Services in tracking and aligning the City of Lloydminster Charter with other provincial legislationsidentifyinggaps for inclusion for future updates.

  • Knowledge of pertinent legislation such as the Lloydminster Charter City of Lloydminster Bylaws as well as other municipal legislation.

  • Identifyopportunities for the Citys participation in consultations and lead the development of formal submissions or responses.

Grants & Funding Opportunities

  • Monitor new or revised provincial and federal grant programs and assess implications in collaboration with the Citys Finance Department.

  • Support departments inidentifyinggrant opportunities and development funding proposals.

  • Work directly with Grants Coordinator in identification and application of grants that are in alignment with advocacy efforts.

Indigenous Relations Support

  • Support relationship building and engagement with Indigenous governments organizations and communities.

  • Support internal efforts and HOT6 committee in efforts to support indigenous relations including engagement planning capacity building and awareness training.

  • Assistin the development of strategies that respect strengthen and enhance indigenous partnerships.

Intergovernmental Advisory & Strategic Initiatives

  • Identifyintergovernmental and inter-municipal riskschallengesand emerging issues.

  • Provide advice and propose mitigation strategies to Executive Leadership.

  • Develop strategies to address intergovernmental regional inter-municipal and external stakeholder priorities.

Collaboration Communication & Relationship Building

  • Coordinate the Citys government relations activities and promote consistent communication across departments.

  • Coach Executive Leadership Department Managers and City Council on strategic messaging for external stakeholders.

  • Build andmaintaincollaborative relationships with governmental partners municipal organizations communitystakeholdersand regional partners.

  • Facilitate outreach to municipalities with shared interests and support joint advocacy efforts.

Other

  • Understand and adhere to all City policiesproceduresand standards.

  • Other related duties asrequired.

Schedule:

Normal working hoursare Monday-Friday 8:00 a.m. 5:00 the requirement to work eveningsand overtime dependent upon requireddeadlines. Travel will berequiredfrom time to time. The ability to attend and conduct presentations isrequired.

Qualifications:

  • Completion of a two yearpost secondarydiploma in Political Sciences Economics Sociology Public Administration Business Administration Urban Planning from a recognized institution or a related field.

  • Minimum of 5 years of experience in a strategic and policy driven environment within a municipalprovincialor federal government including experience working with elected officials position or a related field.

  • Experience or general background in legal considered an asset.

  • Advanced written and oral communication skills and excellent presentation skills.

  • Highly developed interpersonal skills to interact with a variety of internal and external clients build positive working relationships and exercise tact and diplomacy.

  • Ability to link long range visionstrategiesand concepts to daily work.

  • Ability to effectively transfer ideas concepts and information into strategies and action plans.

  • Ability to develop implement and evaluate advocacy plans.

  • Ability to analyze and interpret administrative procedures regulations legal documents and legislation.

  • Knowledge and experience in managing multiple projects.

  • Ability to work both independently as well as within a multifaceted team environment.

  • Advanced knowledge of Microsoft Office Suite (Outlook WordExceland PowerPoint).

  • A valid Class 5 Drivers License registered in Alberta or Saskatchewan with an acceptable Drivers Abstract isrequired.

  • This position will berequiredtooperatea personal or municipal vehicle for business purposes.
