LEAP Program Description
Global Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Senior TB Diagnostic Network Advisor will support Indonesias National Tuberculosis Program (NTP) in delivering life-saving humanitarian assistance service delivery in full alignment with the new Presidential Executive Order directives. The Advisors primary focus is to provide technical support for direct delivery service with a special emphasis on strengthening the quality of TB diagnostic services and networks for TB patients.
The Advisor will support the NTP in the effective adoption and implementation of life-saving TB interventions focusing on quality TB diagnostic and network expansions. The Advisor will identify programmatic bottlenecks in TB diagnostic and facilitate solutions through coordinated technical support working closely with the Global Fund (GF) and other partners. The Advisor will provide daily support to the NTP on all TB diagnostic and network issues and work in close collaboration with the U.S Department of State (DoS) Health Foreign Assistance Unit in Indonesia. The Advisor will be based at the NTP within the Ministry of Health (MOH). The Advisor will receive directions from the National TB Program Manager (NTP Manager) who will serve as the Onsite Manager. The Advisor will report to the U.S. Department of State Health Foreign Assistance Unit in Indonesia on a weekly and monthly basis.

Responsibilities
Support NTP in the effective delivery of life-saving TB services by providing technical expertise and advice in the implementation of Indonesias National Strategic Plan for TB Diagnostic and Network in Indonesia
- Support the Ministry of Health (MOH) and National Reference Laboratories (NRLs) in the expansion and diversification of Internationally -recommended molecular rapid TB diagnostics (mWRDs) by utilizing Truenat BD MAX and other approved technologies.
- Assist the MOH and NRLs in strengthening TB laboratory quality assurance systems across the national laboratory network.
- Support the MOH and NRLs in the implementation of standardized drug-susceptibility testing (DST) packages (SDP) to improve the management of drug-resistant TB (DR-TB).
- Assist the MOH in improving TB laboratory infrastructure to meet biosafety requirements including support for TB laboratory renovations as needed.
- Support and strengthen the NTP in optimizing and expanding specimen transport and referral system across districts and provinces.
- Assist the NTP and NRLs in planning and conducting TB laboratory training to strengthen laboratory staff capacity.
- Assist the NTP and NRLs in conducting technical supervisory visits to provinces and districts and provide timely feedback and acionable recommendations for improvement.
Support NTP in effectiveutilizationof Global Fund grants and other donor resources
- Support the NTP in collaboration with relevant MoH units and laboratory stakeholders to address key TB laboratory and diagnostic network issues.
- Facilitate coordination with partners supporting TB laboratory and diagnostic network strengthening activities.
- Support communication and coordination with Supranational Reference Laboratory and other relevant global partners and donors.
- Participate in the TB technical working group the Global Funds implementation meetings and other relevant meetings at national and global level.
REPORTING:
The Senior TB Diagnostic Network Advisor will report to and receive technical direction from the NTP Manager and will work in close collaboration with U.S. DoS Health Foreign Assistance Unit. The Advisor will submit a monthly summary of activities to the NTP manager and U.S. DoS TB focal points submitted by the 5th day of the following month and will meet with the U.S. DoS Health Foreign Assistance team on a quarterly basis to review progressand priorities. Additionally the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.
Qualifications
- Advanced degree in health or other relevant higher education degree.
- Minimum of 13 years of relevant technical experience.
- At least 10 years of progressively responsible experience supporting the Ministry of Health or the National Tuberculosis Program at the national level.
- Demonstrated knowledge of latest international recommendations treatment regimens diagnostic technologies and requirements for scale-up.
- A minimum of seven years of relevant experience with at least 3 years of DR-TB experience
- Experience implementing DR-TB program or activities; clinical experience providing care to DR-TB patientsis preferred.
- In-depth knowledge and hands-on experience in the clinical management ofdrug-resistantTB.
- Demonstrated ability to reviewanalyzeandprovidetechnical adviceon national-level TB diagnostic and laboratory network programs.
- Demonstrated knowledge of global and national TB diagnostic policies and best practices.
- Experience facilitatingtraining and delivering capacity-building activities.
- Experience working with the key stakeholders within the Indonesian National TB program and internationaldevelopment partners.
- Experience with U.S. Government-funded public health programs preferred.
- Strong computer skills (MS Word Excel Power Point and Outlook Access SPSS and other statistical and other relevant software) are required for effectively operating in this position to implement analyze monitor and manage activity goals inputs outcomes and achievements.
- Fluency in written and spoken English.
- Professional proficiency in written and spoken Bahasa Indonesia.
