ARL Policy Manager (Fixed Term)
Employment Type: Full-time 12 month Parental leave cover
Location: Sydney based
Hybrid Work arrangement: 3 days in the office to 2 days per week working from home reporting to the Head of Packaging Transformation
Salary: $120 plus superannuation
About APCO
The Australian Packaging Covenant Organisation (APCO) is Australias co-regulator for packaging and a not-for-profit organisation driving the development of a circular economy for packaging. APCO is the entity in charge of managing and administering the Australian Packaging Covenant (the Covenant) which is a national regulatory framework under the National Environment Protection (Used Packaging Materials) Measure 2011 (NEPM). This framework defines the collective responsibility shared by governments and businesses across Australia in managing the environmental impact of packaging.
The Role
The ARL Program Policy Manager is responsible for guiding the governance framework and long-term strategic direction of the ARL Program. The role includes responsibility for governance in New Zealand. The role requires expertise in policy development regulatory engagement and risk management ensuring the program remains aligned with international standards and best practices.
Key Responsibilities:
- Define and implement long-term strategies that maintain the ARL Programs relevance demonstrating foresight and accountability in adapting to sector and regulatory shifts.
- Lead proactive engagement with regulators and jurisdictions fostering alignment across Australia and New Zealand through credible influence and collaborative problem-solving.
- Develop and evolve governance frameworks and program policies that enable consistent compliant and transparent operations.
- Drive future platform design projects that enhance how sustainable packaging is evaluated contributing to more effective and scalable program delivery.
- Oversee the protection and appropriate use of intellectual property managing licensing agreements and reputational risks with due diligence and stakeholder awareness.
- Ensure program structures and policies reflect international standards and best practice positioning the ARL Program as a leader in packaging labelling systems.

- Demonstrated experience in policy and governance management preferably in sustainability compliance or regulatory environments.
- Practical knowledge of packaging recyclability assessments or environmental programs.
- Excellent stakeholder engagement and relationship management skills with the ability to resolve issues constructively.
- Analytical skills to interpret data assess program performance and inform decisions.
- Experience coordinating governance processes reporting cycles or compliance frameworks.
- Tertiary qualifications in Environmental Science Business Policy or a related field.
- A commitment to sustainability sharing enthusiasm for contributing to a more sustainable future.
- A customer-centric mindset with the ability to actively listen to deliver exceptional support and solutions.
- Proactive problem-solving skills with high attention to detail ensuring accurate record-keeping and quality administrative outputs.
- Strong collaboration and teamwork skills be able to work effectively with internal and external stakeholders
- A growth and learning orientation demonstrating curiosity and a commitment to personal and professional development.
- Proven experience in responding to inquiries resolving issues and maintaining positive relationships
- Skills in data & record management excellent written and verbal communication skills with strong time management skills

- Knowledge of the Australasian Recycling Label Program PREP or similar packaging assessment tools.
- Experience managing policy in a member-based or industry program environment.
- Strong decision-making and problem-solving skills in complex operational settings.
- Ability to demonstrate flexibility in Program delivery based on stakeholder or strategic input.
- Experience in optimising systems for user experience.
- A passion for sustainability education and the circular economy.
- Knowledge or interest in the packaging industry sustainable practices and the circular economy is a plus.
