Job Summary

Dorchester County Public Schools is currently seeking a Data and Purchasing Analystlocatedat theCentral Office reporting to the Chief Financial Officer. This position is responsible for ensuring the efficient use of data management and reporting in support of school programs and operations. The successful candidate will have basic knowledge of finance and purchasing. The successful candidate must be able to work independently as well as work with Central Office and school staff on a regular basis. Tasks to be performed while working with student records and the Office of Human Resources are deemed confidential.

DUTIES:

  1. Execute Maryland State Department of Education (MSDE) and Accountability Implementation Board (AIB) Financial Data File (Blueprint reporting) monthly.
  2. Execute MSDE Annual Minimum/Maximum/Actual Salaries and Salary Schedules Report.
  3. Execute MSDE Annual Staff Report.
  4. Execute MSDE Annual Every Student Secceeds Act (ESSA) Report Federal School Level Reporting.
  5. Execute State of Maryland Department of Budget and Management (DBM) payments over $25K/annually.
  6. Execute Alternate Household Income applications and report annually.
  7. Execute Bolton demographic file health and life insurance deduction file.
  8. Execute 1095-C data files and verification Bolton.
  9. Approve and print Purchase Orders (POs) in PowerSchool
  10. Educate new staff on purchasing procedures.
  11. Execute annual and mid-year purchasing training for staff.
  12. Update purchasing procedures as needed.
  13. Purchase Card (P-Card) administration including issuing new cards canceling cards limit increases p-card training etc.
  14. Oversee copier leases and postage machine leases.
  15. Run and obtain approval signatures on monthly change reports (e.g. Accounts Payable (A/P) Personnel and Payroll).
  16. Run and obtain approval signatures on monthly journal entries report.
  17. Execute TimeClock review at the school level each payroll cycle.
  18. Execute Sick and Safe Leave via monthly report to Payroll.
  19. Email monthly e-rate invoices (Bay Country).
  20. Email monthly general fund department reports.
  21. Execute Freedom of Information Act (FOIA) requests.
  22. Execute the Unique Teacher Identifier System (UTIS) by obtaining the MSDE State Assigned Teacher ID for all staff and update PowerSchool.
  23. Execute Monthly Comp Time Report to schools and departments.
  24. Other data requests as needed (i.e. Bonuses Teacher Appreciation etc.).
  25. Other Finance and HR related tasks as assigned by the CFO.

QUALIFICATIONS:

  1. Associates Degree in Informational Technology Computer Science Technology Management or related field. Bachelors Degree preferred.
  2. Two (2) years experience increasingly responsible data analysis.
  3. Combination of education and experience that enables competent performance of assigned duties.
  4. Knowledge of computer operations and systems including Microsoft Office products.
  5. Must be highly proficient with Excel.
  6. Experience using business analytics reporting system.
  7. Experience and understanding of data operations and use of databases.
  8. Demonstrated ability to be accurate and pay attention to detail.
  9. Ability to communicate clearly and concisely.
  10. Ability to learn and adapt to constantly changing job and reporting requirements.
  11. Ability to work independently and cooperatively.
  12. Ability to work within timelines and meet deadlines.
  13. Willingness and capability to work beyond the normal workday.
  14. Ability to maintain strict confidentiality is a must. A breach of confidentiality may cause immediate termination.

SALARY: Salary based on the Negotiated Agreement Between the Board of Education of Dorchester County and The Dorchester County Educators-Educational Support Personnel Association Unit I Salary Scale J: Tech Support III (8.0-hour duty day). The current minimum salary as of January 1 2026 is $62703. This is a twelve (12) month exempt and full-time benefited position.
