Summary

Department of Local Services is looking for a strategic customer-focused Senior HR Analyst to join our rock star team. As the Senior HR Analyst you will provide collaborative professional-level operations-focused Human Resource service delivery to the department.


In this position your focus will be recruiting for high level leaders and developing and executing innovative strategies to source for competitive diverse candidates for our department leadership positions. You will also provide strategic consultation to senior leadership regarding their hiring needs. You will oversee andlead leave administration for the department and will handle any leaves that involve Disability Services and/orProsecuting Attorneys Office (PAOs)office. You will partner with HR Team members to lead process improvements for HR processes within the department.

Job Duties

Applyingequity racial and social justice principles is a daily responsibility and a foundational expectation for all King County this role you will apply equity and social justice principles that exemplify shared values behaviors and practices to all aspects of the work.

  • Manage and perform full-cycle recruitment processes for a variety of senior-level positions. Partner with hiring managers and internal customers to identify position requirements and understand hiring needs.
  • Oversee Leave Administration for all types of leaves including the approval process documentation and tracking in HR systems. Will be the leaves expert for the department.
  • Act as a system administrator for PeopleSoft HCM and other software programs by being the managing data creating reports and solving moderate to complex technical problems related to the systems.
  • Promote King County as an Employer of Choice. Generate diverse applicant pools in support of Equity Racial and Social Justice Goals. Engage with and source applicants. Leverage and optimize all available tools including internal and external networks social media job boards direct sourcing community contacts and personal networking events. Manage the candidate relationship from beginning to end.
  • Run data and update dashboards within Power BI for HR monthly metrics.
  • Plan develop and deliver HR Management programs projects and trainings.
  • Other duties as assigned.

Experience Qualifications Knowledge Skills

Minimum qualifications:

  • Experienced in managing full-cycle recruitment for positions including providing consultative advice to hiring managers.
  • Experienced in overseeing leave administration and interpreting overlapping leave laws and policies. Ability to act as leaves subject matter expert to interpret complicated leaves that involve Disability Services and the PAOs office.
  • Have experience in recruiting for leadership and hard-to-fill positions diversifying and expanding candidate application pools; prepare candidates for interviews reviewing culture organization structure job description competencies and expectations.
  • Have a genuine collaborative and consultative style in their approach to their work understands the importance of building effective relationships with hiring managers team members customers and candidates.
  • Experience working within a government organization and union represented environment.
  • Have excellent interpersonal skills and who is very politically savvy; comfortable providing advice and consultation to senior leaders with the ability to have difficult conversations with employees.
  • Can prioritize and handle multiple tasks and deadlines in a fast-paced and demanding environment.
  • Have effective communication skills and can use tact and diplomacy in all situations.
  • Experience developing training on various HR-related topics with the ability to present to large audiences.
  • Skilled and comfortable using a variety of technologies including Microsoft Office SharePoint NeoGov applicant tracking system PeopleSoft and other internet-based tools in daily work.

Supplemental Information

INTERVIEW SCHEDULE:
Those applicants who pass the initial screening will be invited to a 15-minute phone interview the week of 3/2/2026.

If you are selected to move forward after the phone interview you will be invited to a 45-minute in-person interview the week of 3/9/2026.

Special duty opportunities are open only to current King County career service employees who have completed their initial probation. Special duty applicants must have approval from their current supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement King County Personnel Guidelines or Coalition Labor Agreement for their base assignment.

WORK SCHEDULE:The work week is normally Monday through Friday 8:00 a.m. to 5:00 p.m. but may at times require work outside of normal business hours. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

We work in the office at least three days per weekto foster connection and responsiveness arrive prepared and on time and structure meetings with clear goals and next steps.

EMERGENCY DESIGNATION STATUS:Non-Mission Critical - Employees who staff county functions or services that may be delayed suspended or diverted in an emergency while essential functions are prioritized Mission Critical.
