Description of Work

This Assistant Regional Office Supervisor (AROS) position assists the Regional Office WQROS Supervisor (ROS) with operational and supervisory oversight of the Water Quality Regional Operations Section program and staff respectively at the Washington Regional Office (WaRO). The emphasis of the position is to ensure that all components of the Division-tasked programs are delivered throughout the region in accordance with state and federally mandated expectations. The AROS works directly with the ROS Division and regional office staff regarding workload allocation project management ensuring safe work environment monitoring unit and individual staff performance assigning work tasks evaluating unit needs ensuring programs meet regional priorities and enforcement initiatives to address compliance problems.

Key Responsibilities:

-- Function as the lead staff concerning operational based matters involving interactions with environmental consultants local government officials media and legislative and congressional representatives.

-- Issue various documents as delegated including but not limited to: buffer approvals and 401 certifications sewer extension permits well construction permits and variances pump and haul permits Notices of Deficiency and Violation civil penalty assessments and moratorium notices.

-- Assign and review work performed by staff provide guidance propose courses of action make independent decisions for regional program implementation.

-- Recommend and execute enforcement actions consistent with the appropriate delegation and represent the Region before the Division Director the EMC and OAH on enforcement issues;

-- Assist staff and the ROS in the development of work plans to establish annual goals and review criteria and provide feedback to the ROS concerning staff performance.

-- Assist the ROS with personnel matters as required including the review and hiring of new staff mentorship/training and disciplinary/dispute resolution.

-- When staffing limitations prevent adequate delivery of program needs may directly assist with project completion in any of the program areas.

-- When the ROS is absent or the position becomes vacant the AROS acts as the ROS and accepts all the ROS duties tasks etc.

The Division of Water Resources:

The Division of Water Resources (DWR) is responsible for protecting North Carolinas drinking surface and groundwater for all waterbodies including lakes streams rivers wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance investigations regulatory compliance and enforcement monitoring and field assessments certifications laboratory analysis and testing planning water quality standards management educational outreach and other efforts. The Division comprises six sections: Water Quality Regional Operations Water Sciences Public Water Supply Water Quality Permitting Water Quality NPDES Permitting and Water Planning. The Water Quality Regional Operations Section focuses on service to the regional surface water and groundwater concerns of citizens local governments and business communities. Regional office staff issue permits for sewer extensions wetland and stream impacts and well construction. Regional offices personnel also conduct permitted facility inspections and incident investigations.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. Minimum Education and Experience

Bachelors degree in one of the agricultural biological engineering environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and five (5) years of progressive experience in environmental work or an equivalent combination of education and experience.
