The Government Relations & Regulatory Affairs Director serves as a subject-matter expert on federal and state legislative and regulatory issues impacting Urban Indian Organizations (UIOs) Federally Qualified Health Centers (FQHCs) and Medicaid-funded health services. Working directly with the Chief Executive Officer this position monitors analyzes and interprets Arizona Medicaid (AHCCCS) state legislative activity and federal regulatory developments and provides strategic advice regarding policy implications compliance risk and advocacy opportunities.
The position represents the organization in governmental and intergovernmental forums including tribal consultation and urban confer meetings and builds and maintains collaborative relationships with federal state tribal and community partners to advance the organizations mission and ensure regulatory alignment.

Qualifications :
- Bachelors degree in public policy public administration political science law health administration or a related field. healthcare administration or a related field is required.
- Masters degree or Juris Doctor (JD) preferred.
- Minimum of 5 years of experience in government relations regulatory affairs healthcare policy or related field required.
- Demonstrated knowledge of:
- Arizona Medicaid (AHCCCS)
- Federal healthcare regulations
- Tribal consultation and urban confer processes
- Experience working with or for Tribal Urban Indian or healthcare organizations preferred.
- Direct experience with HRSA-funded programs FQHCs or Urban Indian Organizations preferred.
- Familiarity with CMS HIS and federal tribal advisory structures preferred.
- Experience advising executive leadership or boards preferred.
Standard Employment Requirements:
- Must possess a valid and unrestricted Arizona drivers license (within 30 days of hire if applicant is from out-of-state) with no DUI/DWI or reckless driving convictions in the last five years. No more than two at-fault accidents in the last three years. Must maintain a valid Arizona drivers license during employment. Must be insurable under NATIVE HEALTHs liability auto policy.
- Must pass a criminal background check and obtain a Class I Fingerprint Clearance Card within the initial ninety (90) calendar days of employment and retain a valid card while employed with NATIVE HEALTH.
- Must pass substance abuse testing upon employment and submit to random testing during employment.
- Must provide an updated immunization (IZ) record at the time of employment.
- Must have a current (within 12 months) Tuberculosis (TB) skin report upon employment and provide an annual update.
- Must obtain Basic Life Support (BLS) certification within (90) calendar days of employment and maintain certification during employment.
