Job Summary

We have an opening for an Air Quality Environmental Analyst to support the Waste and Air Quality Office in the Environmental Functional Area for our Environmental Safety and Health (ES&H) Division. You will be responsible for providing environmental health physics expertise in the areas of the radiological National Emission Standards of Hazardous Air Pollutants (NESHAP) (radioactive air emissions) exhaust stack air effluent monitoring environmental as low as reasonably achievable (ALARA) including ambient radiation monitoring of normal and off-normal conditions radiation dose assessments and air dispersion modeling. You will also support and provide guidance to other ES&H team members leaders customers and will serve as a subject matter expert to the Department of Energy (DOE) Environmental Protection Agency (EPA) and ISO regulators.

Depending on your assignment this position may offer a hybrid schedule blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week. 

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. 

In this role you will

  • Maintain the NESHAP monitoring and reporting program for LLNL through source term development air dispersion modeling monitoring regulatory requirements monitoring of ambient air radioactivity and direct interaction with LLNL Programs.
  • Lead other air quality compliance monitoring programs for particulate matter volatile radioiodine beryllium and tritium washout from precipitation.
  • Revise and improve standard operating procedures instructions supplements and guidance documents for designated sampling systems associated with human and biota dose assessment processes.
  • Conduct air dispersion modeling using short-term and long-term modelling codes such as HotSpot and CAP88-PC for the potential of and for actual radioactive air emissions.
  • Conduct human and biota dose assessments using DOE and EPA approved software and spreadsheet calculations. Complete data processing using statistical analysis.
  • Develop realistic and programmatic staff emissions scenarios for planned future operations working with ES&H Team members.
  • Prepare annual reporting and analysis for the DOE Annual Site Environmental Report and the U.S. EPA radiological NESHAPs report.
  • Conduct investigations of environmental impacts of incidents or accidents involving radiation and make recommendations to prevent a recurrence. Be a member of the LLNL-specific radiological emergency response training center with other ES&H professionals.
  • Perform other duties as assigned.

Additional job responsibilities at the TSS.4 level 

  • Participate on committees and workgroups within the DOE Complex representing LLNL in highly complex radiological emissions issues.
  • Act as a subject matter expert assessing and redesigning the future of the established stack effluent monitoring program ambient air radiation and non-radiation monitoring programs while also evaluating the results of these programs.
  • Mentor less-experienced personnel.

Qualifications :

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship. 
  • Bachelor of Science degree in Health Physics Radiation Physics Radiation Protection Meteorology Engineering Chemistry Physics Natural Sciences or equivalent combination of education and relevant previous experience.
  • Significant experience with two or more of the following: source term development air dispersion modeling determination of air effluent (point source stack) monitoring regulatory requirements direct measurement of ambient air radioactive particulate air quality (non-rad) particulate volatile radioiodine beryllium and measurement of tritium washout from precipitation.
  • Experience applying advanced principles and practices of air dispersion modeling and preparing regulatory reports.
  • Significant analytical and computational skills in complex data acquisition data manipulation and statistical analysis.
  • Advanced verbal and written communication skills necessary to effectively write present explain and communicate complex information to all levels of personnel.
  • Effective organizational skills with detail orientation necessary to coordinate multiple and frequently conflicting concurrent tasks in an environment with frequent interruptions while providing high-level customer service and good follow-through.
  • Ability to work independently and in a team environment with a broad cross-section of people and organizations managing complex projects and meeting schedules.
  • Advanced experience and ability to lead independent work including advanced decision-making and problem-solving skills to evaluate negotiate develop and implement actions/solutions for complex problems and independently initiate process improvements when necessary.

Additional qualifications at the TSS.4 level 

  • Substantial experience applying highly advanced air dispersion models and calculating potential radiation dose from environmental sources.
  • Expert skills in environmental radiation sampling detection monitoring and evaluation.
  • Expertise developing tracking and revising (when needed) performance metrics for highly complex compliance programs that may require in-depth analysis.

Qualifications We Desire

  • Masters degree in Health Physics Radiation Physics Radiation Protection or related Scientific or Engineering field.
  • Familiarity with and/or previous experience managing DOE air quality programs.
