JOB TITLE: One (1) Analyst/Senior Analyst/Supervising Analyst

SUMMARY:
The Mayors Office of Management and Budget (OMB) is the City governments chief financial agency. OMBs staff of analysts and experts assembles and oversees the Mayors expense and capital budgets which fund the services and activities of approximately 90 City agencies and entities.
The Education Task Force oversees the expense and revenue and capital budgets for the City University of New York (CUNY) the School Construction Authority (SCA) and the Department of Education (DOE) which is the largest school district in the nation. This Task Force analyzes the various needs of general education and special education students enrollment trends and programmatic changes as well as State and Federal grants and aid addition it manages the SCAs five-year capital budget which is used to construct and renovate schools.
The DOE Expense Unit works exclusively with the Department of Education assessing budget requests analyzing various program areas addressing challenges tracking monthly cash flow and managing and preparing its expense budgets.
JOB DESCRIPTION:
The duties of this position include the following activities:
-Support the preparation of the annual Expense budget and all the financial plans for the DOE. This includes the evaluation of the agencys expense requests; developing recommendations and presenting issues and analytical findings to senior management.
-Prepare monthly and cumulative expense projections to monitor DOEs spending relative to their budget investigate changes or discrepancies analyze data to understand causes and present analyses to management.
-Enter expense budget actions into the Citys financial management system. Ensure accuracy of the expense budget in the system.
-Review and monitor all legislation budget processes and other education policy and regulatory proposals affecting the expense budget. Perform research and analysis on legislative and regulatory proposals pertaining to DOE programs in assigned portfolio areas.
-Maintain a professional working relationship with DOE liaisons and OMB colleagues.
-Be able to organize and manipulate data to perform other analyses as requested.
-Assume responsibility for other special projects as needed.
QUALIFICATIONS:
-Must possess a strong desire to personally learn and grow take initiative and be excited to proactively take on challenges.
-Must possess excellent analytical skills and attention to detail including a passion for data analysis.
-Must possess strong computer technology skills including a proficiency in Microsoft Office software (Word Excel Access and PowerPoint) and the ability to learn new technology quickly.
-Excellent process project and time management skills.
-Excellent reading comprehension and text analysis skills.
-Excellent interpersonal skills including conflict management and the ability to maintain working relationships with staff City officials government agencies the public and others with utmost professionalism.
-Excellent written and spoken communications skills.
-Ability to work calmly and proficiently under pressure and to adhere to strict deadlines.
-Able to work late nights and weekends as needed.
REQUIREMENTS:

Analyst ($77327): Bachelors degree and a minimum of two years of full-time experience in budgetary planning/management financial analysis public policy analysis economics finance accounting mathematics or a related field; or an awarded Masters degree in Business Public Policy Administration Finance Economics or a field related to the specific assignment.
Senior Analyst ($86995): Bachelors degree and a minimum of three years of full-time experience in budgetary planning/management financial analysis public policy analysis or a related field or an awarded Masters degree in Business Public Policy Administration Finance Economics or related field and one year of relevant experience.
Supervising Analyst ($98302): Bachelors degree and a minimum of four years of full-time experience in budgetary planning/management accounting financial analysis public policy analysis or a related field or an awarded Masters degree in Business Public Administration Finance Economics or a related field and two years of relevant experience
