Job Description Summary

The Director Federal Policy will research develop and drive aligned U.S. federal policy positions on key regulatory and legislative issues. These positions will reflect Novartis business priorities related to health care access pharmaceutical innovation and drug pricing.

Novartis will not sponsor visas for this position. Novartis is unable to offer relocation support for this role. This role is required to be in our Washington DC office 3x/week. Please only apply if this works for you.


Job Description

Key Responsibilities:

  • Develop Novartis policy positions that are aligned across the enterprise. Collaborate with internal partners to identify the impact of legislative and regulatory proposals and educate across the US business on key policy developments on impact to Novartis.
  • Partner with Federal Government Affairs colleagues to develop policy materials to support their advocacy work on priority issues. Review legislative proposals for impact and relevancy to Novartis.
  • Develop and draft Novartis public comments in response to the federal regulatory process. Initiate and lead cross-functional workstreams to find alignment with internal business partners to ensure their priorities are reflected in Novartis and trade association public comment process.
  • Partner with Issue Advocacy colleagues to identify strategic opportunities to develop external policy and advocacy relationships that will further the policy interests and positions of the Novartis business divisions.
  • Develop materials for use in educating internal colleagues on specific policy and reimbursement issues (e.g. Medicare Part D Inflation Reduction Act PBM reform).
  • Lead engagement with key trade associations (PhRMA BIO) to favorably shape their approach to Novartis priority areas specifically including PBM reforms the commercial insurance market and Medicare Part D. Ensure knowledge sharing and coordination with US Public Affairs colleagues.

Essential Requirements:

  • Successful achievement of legislative/regulatory goals as defined by and aligned with business and USPA leaders (established on annual basis)
  • Strategic fit and alignment of policies regional and country political agenda with overall business strategy depending on assigned area
  • Influence on associations/country policy agenda in assigned area -alignment with NVS policy

Minimum Requirements:

  • Bachelors degree required. A masters level degree or Juris Doctor is preferred
  • 10 years of experience with at least 5 years of related public policy pharmaceutical policy or government experience
  • Proficiency in PowerPoint
  • Deep understanding of pharmaceutical industry issues and regulatory/legislative processes required
  • Demonstrated ability to lead cross-functional workstreams to influence critical policy and/or business issues
  • Proven ability to communicate business critical information at senior levels and translate complex policy concepts in a digestible way

Benefits & Rewards

The salary for this position is expected to range between $176400 and $327600 per year. The final salary offered is determined based on factors like but not limited to relevant skills and experience and upon joining Novartis will be reviewed periodically. Novartis may change the published salary range based on company and market factors. Your compensation will include a performance-based cash incentive and depending on the level of the role eligibility to be considered for annual equity -based eligible employees will receive a comprehensive benefits package that includes health life and disability benefits a 401(k) with company contribution and match and a variety of other addition employees are eligible for a generous time off package including vacation personal days holidays and other leaves.
