The selected candidate will:
Lead and manage the Maryland Higher Education Commission(MHEC) Information Technology (IT) unit ensuring all systems andinfrastructure align with agency needs and state IT standards serving as theprimary liaison with the Department of Information Technology (DoIT).
Oversee comprehensive Information Technology projectmanagement efforts including the planning execution and monitoring of MajorInformation Technology Development Projects (MITDPs) to ensure delivery on timeand within budget.
Direct the States Higher Education Annual DataCollection System managing data submission processing and sanitization for50 public and private institutions to support research and policy development.
Serve as the Agency Security Officer Agency ChiefPrivacy Officer (ACPO) and Agency Chief Data Officer (ACDO) leading thedevelopment and implementation of data governance security and compliancepolicies in alignment with state and federal regulations.
Develop and maintain the agencys long-term InformationTechnology Master Plan (ITMP) strategically aligning MHECs IT goals withbroader state and national priorities for security and operational efficiency.
Represent MHEC on external boards (e.g. MarylandLongitudinal Data System Center (MLDSC) Maryland Education EnterpriseConsortium (MEEC)) and state technical forums to advance agency interests instatewide IT planning procurement and data stewardship initiatives.
Provide expert Information Technology advisory supportand act as a liaison for special projects external contractors and otherdivisions including the Office of Student Financial Assistance (OSFA).
The successful candidate will be an experienced leader inpost-secondary education with excellent communication skills budgeting andinformation technology experience. Applicants should also have experiencemanaging projects with deadlines working collaboratively as part of a team andleading interagency work groups.
Minimum Qualifications:
Education: A bachelors degree in Information TechnologyComputer Science or another relevant major from an accredited institution.
Experience: Six years of experience in an informationtechnology profession.
Selective Qualification:
Two years of experience must involve senior levelinformation technology planning and execution and two years must includedirect management and supervisory experience.
Note: Masters Degree or Ph.D. in a related field can besubstituted for a bachelors degree and two years of information technologyexperience.
