The Opportunity

Reporting to the Chair & CEO the Executive Director & Secretary to the Board leads and oversees the administration and operations of the New Brunswick Insurance Board (NBIB). Based in Saint John New Brunswick this role is responsible for developing and implementing strategic plans and leadership of staff supporting the organization in fulfilling its mandate.

Through the design and direction of financial human resources and operational strategies the Executive Director advances NBIBs mission creates a vision for success and maintains strong relationships with the internal team Board members and external stakeholders.

This position is viewed as an industry expert and trusted advisor to the Chair & CEO.

Responsibilities

Leadership

  • Foster a culture of trust accountability and high performance that enables the organization and team members to reach their full potential.
  • Lead with a strong business mindset while inspiring and communicating a forward-thinking strategic vision.
  • Motivate engage and support the management team and staff through effective problem-solving best practices and appropriate tools and systems.
  • Ensure organizational policies and guidelines are clearly communicated accessible and consistently applied across all levels.
  • Proactively address challenges to protect the best interests of the organization and its team members.
  • Serve as a valued liaison and strategic partner to the Board.
  • Represent NBIB externally including collaboration with other jurisdictions and playing a leadership role in the Canadian Automobile Insurance Rate Regulators Association (CARR).

Secretary to the Board

  • Provide strategic advice and support to the Chair & CEO to ensure Board members are informed of organizational activities challenges and direction in support of the Boards mandate of oversight risk management and strategic planning.
  • Coordinates Board procedures with Board members and consultants (actuarial and legal) including inquiries hearings filing reviews and training requirements.
  • Support consistency and effectiveness in Board decision-making.

Strategic Planning

  • Develop comprehensive strategies policies and governance practices supporting short- and long-term organizational goals.
  • Communicate plans clearly and effectively to the internal team Board members and stakeholders.
  • Implement the strategic vision of the Chair & CEO.
  • Drive organizational change.

Operations

  • Oversee efficient daily operations and special projects.
  • Ensure systems and tools are in place to support filing reviews hearings document management reporting IT systems website management committees training and logistics.
  • Act as liaison between the Board and government of New Brunswick.

Human Resources

  • Establish sound HR policies aligned with industry best practices that balances positive employee relations and organizational effectiveness.
  • Support performance management conflict resolution employee relations health and safety and team development.
  • Ensure HR practices comply with legal and regulatory requirements.

Finance

  • Preparation of the annual budget ensuring fiscal responsibility and cost effectiveness.
  • Review and direct revenue expenditures and operational budgets.
  • Ensure financial practices meet legal and regulatory requirements.

What youll need

Qualifications

Education & Experience

Education (required):

  • Bachelors degree in Business Commerce Law or a related field.

Experience (required):

  • 5-10 years experience in an Executive Director or Senior Director role ideally in a complex regulatory and public environment.
  • Expertise in strategic planning and and business management (including financial management human resources management IT management and organizational administration).
  • Strong analytical skills and ability to assess and solve complex issues.
  • Driving organizational change and continuous improvement.
  • Interpretation of legislation regulation and policies.
  • Development of regulation and policy.

Considered Asset(s):

  • Graduate degree (Masters) in a related field.
  • Experience with administrative tribunal(s) and administrative law.
  • Familiarity with the New Brunswick insurance industry and regulatory environment.

Skills & Competencies

  • Exceptional problem-solving and decision-making abilities.
  • Exceptional business and financial acumen (budgeting skills interpretation of financial statements strategic judgment.
  • Exceptional written and verbal communication skills including public speaking and presentations.
  • Proven excellence in organizational leadership mentoring and coaching.
  • Strong understanding of corporate governance general management best practices and industry trends.
  • Ability to build trusted relationships with Board members management staff and stakeholders.
  • Action-oriented adaptable and innovative in approach.
  • High proficiency in Microsoft Excel Outlook Word PowerPoint and database systems such as SharePoint or similar platforms.
  • Written and spoken professional competency in English is required; Written and spoken competency in French is considered an asset.

Operational Environment & Other Considerations

  • This position requires flexibility in working hours which includes some work outside regular business hours as required.

  • This position operates in a professional office environment with prolonged computer use.

  • On occasion travel in and out-of-Province may be required; must possess a valid drivers licence.
