PRIMARY PURPOSE:
The Director of Federal Programs provides leadership oversight and technical assistance to ensure the effective planning implementation monitoring and evaluation of federally funded programs across the district. This role ensures compliance with all applicable federal and state regulations while supporting campuses and departments in using federal funds strategically to improve student outcomes.
QUALIFICATIONS:
Education/Certification:
- Preferred Masters degree
- Preferred valid Texas mid-management administrator or principal certificate
Special Knowledge/Skills
- Knowledge of federal regulations and state guidance concerning Title
- Understanding of public school finance
- Ability to manage and evaluate budgets and personnel
- Ability to interpret policy procedures and data
- Strong communication public relations and interpersonal skills
Experience:
- Knowledge of State and Federal Accountability requirements with ESSA funding.
- Experience in federal program administration and / or related district-level work.
- Successful experience in program management.
MAJOR RESPONSIBILITIES AND DUTIES:
- Serve as the district lead for federal programs including but not limited to Title I Title II Title III Title IV and other applicable grant-funded initiatives.
- Assist in the development of staffing and budget projections and provide ongoing budget monitoring related to the use of federal funds.
- Support campuses and district departments in conducting and documenting comprehensive needs assessments developing plans to address identified needs and completing annual evaluations of Title programs.
- Prepare and maintain all required documentation and reports to ensure fiscal accountability and compliance with federal and state requirements.
- Prepare and submit Title program applications amendments and compliance reports in accordance with state and federal timelines.
- Assist with the Title programs budgeting process including providing guidance on allowable and appropriate ESSA fund expenditures.
- Coordinate the annual Title I evaluation and participate in district-level planning meetings related to the use of Title funds.
- Communicate changes in state and federal requirements to district leadership and prepare reports and presentations for the Superintendent and Board of Trustees as required.
- Collaborate with finance and human resources to ensure appropriate budgeting staffing and allowable use of funds.
- Monitor compliance for District Improvement Plan (DIP) and Campus Improvement Plans (CIPs) to include formative and summative reviews.

WORKING CONDITIONS:
Mental Demands:
Ability to plan organize and evaluate programs projects and services and implement changes in methods and techniques as needed. Ability to communicate effectively (verbal and written); ability to interpret policy procedures and data; coordinate district functions; maintain emotional control under stress.
Physical Demands/Environmental Factors:
Frequent district and some statewide travel in personal vehicle; occasional overnight travel; frequent prolonged and irregular hours; repetitive hand motions prolonged use of computer; ability to lift and carry up to 50 pounds.
