IT Business Analysis Journey (ITBA-J/ETS)
This position supports business partners in the Employees and Retirees Benefits Division through gathering documenting and analyzing requirements for application development and testing. This technician will develop test cases and user stories in an agile environment. The ideal candidate will be open to learning new systems and coming up with creative solutions in utilizing and maximizing legacy systems. The Enterprise Technology Services (ETS) division is the agencys designated technology provider for the Health Care Authority (HCA). ETS delivers innovative information technology (IT) solutions for enterprise-class business solutions that support the mission of HCA divisions and business program groups.
Supporting the Employees and Retirees Benefits (ERB) Divisions two main programs of Public Employees Benefits Board (PEBB) and School Employees Benefits Board (SEBB) ETS is solely accountable for developing and delivering highly reliable IT solutions for enterprise-wide business applications data and systems processes supporting:
About the position:
This position provides services responsible for PEBB and SEBB business and technology analyses planning and documenting requirements in partnership with business subject matter experts (SMEs) and external partners. This position is responsible and accountable for ensuring HCAs systems (technology data and processes) adhere to federal laws regulations and standards and the State OCIOs and HCAs enterprise architecture principles policies and standards. This position utilizes business and technical experience in the analysis documentation and providing of IT requirements services for systems data and processes development. This position is responsible for identifying documenting supporting and validating all requirements for implementing new solutions modernization and innovation enhancements.
This position is eligible to telework and is also typically required to report on-site once per week. The teams current on-site day is Wednesday.The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.
