Description of Work

This is a temporary position and there are no leave or retirement benefits offered with this position. Temporary employees who work an annual average of 30 or more hours per week may be eligible for health insurance coverage under the High-Deductible Health Plan (HDHP). NOTE: Permanent and time-limited NC State Government employees must separate from their permanent or time-limited position to work in a temporary position. Temporary Solutions cannot accommodate dual employment.

This position is responsible for analyzing beneficiary healthcare administrative data clinical and survey data to support evaluators and other programmatic staff in obtaining insight from large datasets. These analyses will support program monitoring evaluation and policy decision-making for NC Medicaid.

Knowledge Skills and Abilities/Management Preferences

Job Specific Responsibilities:

  • Data automation: standardization and automation of data processes.
  • Quality checks and data cleaning: clean large datasets and identify potential quality issues affecting validity review and provide feedback on reports and data submitted by managed care plans.
  • Analysis: compile data from various sources into tidy datasets run analytical queries using prepared datasets and present findings through charts/graphs/other visualizations.
  • Data warehouse queries: support evaluation efforts with development of queries and data requests in NC Medicaid data warehouse.
  • Ad hoc data requests: respond to ad hoc questions concerning population health policies and programs from other stakeholders (legislature population health evaluation other business leads).
  • Use excellent critical thinking skills problem solving and project management skills.
  • Adapt to shifting priorities including short-term deadlines and manage various workstreams independently.
  • Communicate complex material in a clear and concise manner both verbally and in writing.

Hourly Rate: $30.00 to $36.00

Candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed on the vacancy announcement. The Knowledge Skills and Abilities l Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Ability to program languages for statistical analysis and data visualization. Preference will be given to candidates who have familiarity with at least two of these programs: SAS R Python Tableau and/or Power BI.
  • Experience with cleaning transformation and analysis of large-scale claims member eligibility/enrollment and provider networks and affiliation data sets.
  • Ability to effectively identify and present trends to senior leadership.
  • High proficiency with Microsoft Office specifically Excel Word and PowerPoint.
  • Demonstrated skill in creating and maintaining collaborative working relationships with a variety of stakeholders with different areas of expertise.

Minimum Education and Experience

Bachelors degree from appropriately accredited institution in a discipline related to the area of assignment with two years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.
