Description

The Norwegian Refugee Council (NRC) established the Risk Management and Compliance (R&C) function to strengthen organisational readiness safeguard programme delivery and ensure compliance with internal and external Nigeria the R&C function plays a central role in supporting risk owners improving internal controls monitoring highrisk areas and building awareness on risk compliance and accountability across the Country Office.

The Risk and Compliance Coordinator provides technical leadership in risk identification compliance monitoring reporting document management and organisational learning. The role works closely with the Risk and Compliance Manager senior leadership programme teams and support departments to embed riskinformed practices at all levels. The Coordinator supports the implementation of NRC standards ensures compliance with regulatory obligations and contributes to proactive risk mitigation strategies.

This position also drives operational improvement by conducting spot checks facilitating followup on recommendations supporting partnership assessments and promoting strong documentation and archiving systems. The Coordinator provides critical support on issues related to data protection anticorruption safeguarding sanctions and staff conduct contributing to a safe and compliant working environment.



Responsibilities

Generic Responsibilities

  • Support management in ensuring that risks within the Country Offices operations are effectively identified assessed monitored and controlled.

  • Lead compliance monitoring in highrisk areas and report regularly to senior management.

  • Maintain and update the CO Risk Register Waiver Register Recommendations Tracker and SOP Register.

  • Strengthen risk management culture by providing training guidance and technical support to staff.

  • Ensure SOPs are aligned with NRC policies donor requirements national legislation and internal quality principles.

  • Support the establishment and maintenance of whistleblowing and complaints handling mechanisms.

  • Provide advice on anticorruption Code of Conduct data protection sanctions and other compliancerelated topics.

  • Contribute to organisational learning by documenting best practices and lessons learned.

Specific Responsibilities

A. Risk Management & Compliance

  • Support risk identification prioritisation and followup with Risk Owners.

  • Conduct spot checks and monitor key mitigation measures identified for highrisk areas.

  • Provide compliance input into partnership assessments and partner capacitystrengthening processes.

  • Participate in field visits and produce riskbased reports with actionable recommendations.

  • Support followup on audit findings internal control gaps investigations and compliance recommendations.

  • Coordinate with the Internal Controls team to ensure adherence to NRC policies and national regulatory requirements.

B. Documentation & Internal Controls

  • Support the development and improvement of document management systems across the CO.

  • Strengthen filing referencing archiving and document retention practices.

  • Conduct compliance checks to ensure documentation quality especially for highrisk transactions.

  • Promote compliance with data protection standards safeguarding policies and anticorruption measures.

C. Training & Capacity Building

  • Deliver training on risk management compliance documentation safeguarding Code of Conduct data protection sanctions and reporting mechanisms.

  • Build staff and partner capacity on regulatory obligations compliance procedures and riskbased decisionmaking.

  • Increase awareness of reporting channels and accountability mechanisms.

Qualifications

Qualifications

Generic Professional Competencies

  • Bachelors degree in Finance Accounting Audit Economics Business International Development or related field.

  • Minimum 3 years experience in risk management compliance or auditing OR 4 years in crosscutting humanitarian functions.

  • Professional certifications (CFE CIA ACCA CRCMP) are an advantage.

  • Strong understanding of international NGO compliance frameworks.

  • Knowledge of safeguarding accountability data protection partnerships Code of Conduct or sanctions is an asset.

  • Strong analytical communication and problemsolving skills.

  • Ability to work collaboratively and provide solutionsoriented guidance.

  • Fluency in English; Hausa is an advantage.
