Purpose: The Senior Manager Recruitment leads the full-cycle talent acquisition strategy for the organization ensuring the SEIU attracts engages and hires high-performing talent across all business units. This role provides strategic leadership for recruitment operations partners closely with senior leadership and drives initiatives that elevate the SEIU employer brand optimize hiring processes and support long-term workforce planning.

Strategic Talent Acquisition Leadership

  • Develop and execute a comprehensive recruitment strategy aligned with organizational goals and workforce planning needs.
  • Partner with executive and senior leaders to understand talent gaps future hiring needs and organizational priorities.
  • Lead the design and implementation of innovative sourcing strategies to attract diverse high-quality candidates.
  • Oversee recruitment operations ensuring efficiency consistency and compliance across all hiring processes.
  • Apply an anti-racist and equity-centered lens to recruitment strategies hiring practices and decision-making to mitigate bias and advance inclusive hiring outcomes.
  • Partner closely with the Unionwide Capacity Director to align recruitment strategy with unionwide capacity-building priorities workforce pipeline development and long-term organizational growth goals.

Team Management & Development

  • Manage mentor and develop a team of recruiter(s) fostering a culture of collaboration accountability and continuous improvement.
  • Set performance goals conduct regular coaching sessions and support professional development.
  • Allocate workload and resources to ensure timely and effective hiring outcomes.

Full-Cycle Recruitment Oversight

  • Guide the team through all stages of recruitment including sourcing screening interviewing selection and offer negotiation.
  • Ensure a seamless high-quality candidate experience from initial contact through onboarding.
  • Build and maintain talent pipelines for critical and hard-to-fill roles.

Employer Branding & Candidate Experience

  • Partner with Communications to strengthen employer brand presence across digital platforms events and recruitment campaigns.
  • Champion a positive inclusive candidate experience and implement improvements based on feedback and analytics.

Data Reporting & Process Optimization

  • Use recruitment analytics to track KPIs such as time-to-fill quality-of-hire and candidate satisfaction.
  • Present insights and recommendations to leadership to inform hiring decisions and workforce planning.
  • Evaluate and optimize recruitment tools systems and workflows to enhance efficiency and scalability.

Stakeholder & Vendor Management

  • Build strong relationships with hiring managers HR organizational partners and cross-functional leaders.
  • Manage external partnerships including staffing agencies job boards and recruitment technology vendors.
  • Ensure alignment with organizational values DEI initiatives and compliance requirements.

Direction & Decision Making: This position reports to the Director of People Talent and Human Resources and is responsible for exercising sound judgment and discretion in managing complex issues and departmental priorities including hiring recommendations requisition prioritization and recruitment process improvements.

Qualifications & Professional Experience:

  • 57 years of progressive recruitment experience including a minimum of 2 years in a senior-level or leadership role.
  • Demonstrated success leading full-cycle recruitment across multiple functions and organizational levels.
  • Strong command of sourcing strategies talent market trends and recruitment technologies including ATS CRM platforms and LinkedIn Recruiter.
  • Proven ability to build trusted relationships with senior leaders and effectively influence hiring decisions.
  • Excellent communication negotiation and interpersonal skills with the ability to engage diverse stakeholders.
  • Experience leveraging data and analytics to inform recruitment strategy improve processes and drive outcomes.

Physical Requirements: This role is performed in a hybrid or onsite work environment depending on organizational needs. The position requires the ability to travel occasionally for recruitment events conferences and campus engagements including the physical capacity to navigate varied settings and transport work-related materials as needed.
