JOB DESCRIPTION:

This is professional services work in analyzing and evaluating complex department-wide systems focusing on program functions and organizations. Responsibilities include developing improvements in existing operations data and/or designing new organizational processes. Responsibilities include gathering user information identifying organizational needs planning work and gaining support from strategic stakeholders. Responsibilities also include managing one or more steps in the systems project life cycle related to planning the work managing the systems work plan and ensuring timely and quality services. Work includes maintaining and updating business systems to support continuous process improvement. Work is performed under limited supervision.

REPRESENTATIVETASKS:

  • Coordinates systems operation planning and evaluation and redesigns systems projects in order to ensure current and new projects meet goals and objectives.
  • Prepares business plans quality controls and complex documents based on input from stakeholders in order to ensure proper delivery of program services and product deliverables.
  • Analyzes user problems and agency operations in order to develop operational requirements for proposed or revised processes including cost and time estimates for future phases.
  • Proactively utilizes corrective action methods and techniques in order to refine and adapt necessary operational changes within systems.
  • Collects project data maintains schedules and considers budgets and resource information in order to ensure systems meet agency business needs.
  • Discusses change plans with stakeholders and identifies immediate impact on daily operations in order to assess and respond to potential problems.
  • Collaborates with stakeholders and managers in order to develop and instill best business and management practices.
  • Facilitates timely communications with program managers outside contractors and other stakeholders in order to discuss business problems corrective action plans and related organizational issues.
  • Facilitates the development of performance measures; integrates performance measures into business processes; and tests audits and validates system improvements in order to administer and monitor system changes.
  • Tracks coordinates and facilitates agency projects budget schedules and directly related resource use in order to monitor and expedite improvements in agency business systems.

A critical element of the position is to analyze and evaluate complex system documents for use by the Bureau in accomplishing its goals and to make appropriate decisions. This position tracks coordinates and facilitates MRS safeguards policies and plans completes agency wide safeguards awareness training schedules and ensures compliance with complex safeguards controls established by the Internal Revenue Service (IRS) and National Institute of Standards and Technology (NIST).

  • Knowledge of quality assurance principles methods and techniques used to ensure a project or program fulfills organizational requirements and standards.

  • Knowledge of group and individual behavior and dynamics.
  • Knowledge of training methods and techniques.
  • Ability to communicate and influence the behavior and thinking of individuals.
  • Ability to develop and instill a variety of best practices.
  • Ability to gather information from a wide variety of sources.
  • Ability to organize work set priorities and determine resource requirements.
  • Ability to assess identify and respond to employee training needs.
  • Ability to write technical reports and documents.

MINIMUMQUALIFICATIONS:

A five (5) year combination of education training and/or professional experience in project management systems analysis business analysis program specialty or related field.
