The job opportunity
Were looking for a Training Manager to lead enterprise-wide Enterprise Resource Planning (ERP) training for the One Washington program playing a pivotal part in the successful implementation and long-term adoption of Workday across Washington state agencies. You will provide strategic leadership and oversight for statewide training efforts ensuring learning strategies delivery methods and outcomes align with enterprise business transformation goals. Serving as a collaborative partner to organizational change management functional and business teams communications staff vendors and executive leaders you will drive coordinate and implement an inclusive approach to training and enablement. As the Training Manager you will develop and execute the enterprise training strategy plan and roadmap; oversee the full training lifecycle to ensure consistency quality and scalability; and manage both internal staff and external partners to design deliver and sustain practical ERP training across impacted functional areas. The role also assesses organizational and user needs implements targeted learning solutions to address skill and performance gaps and leads the ERP training team with a focus on accountability continuous improvement and high-quality outcomes that support statewide success.

*This position is eligible to frequently telework the majority of the time and is typically not required to report on-site. If on-site is required your supervisor will make every effort to notify you at least 1 week in advance except in emergency or urgent situations. The default assigned work location of all One Washington positions both on-site and telework-eligible positions within the State of Washington.

Duties



One Washington(OneWA) led by the Office of Financial Management is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based Workday solution for finance procurement budget HR and payroll processes. OneWA is a long-term yet extremely fast-paced project anticipated to fully implement all phases by 2030. The projects core business hours are Monday through Friday and all project positions are full-time. We offer some flexibility in schedules oriented around core business hours with prior supervisory approval. However it is very common to work beyond the typical 40-hour workweek to meet the rigorous operational needs and business deliverables required for the go-live timelines.

What youll work on
  • Lead enterprise-wide training and enablement for the One Washington ERP program coordinating with Organization Change Management (OCM) Communications Agency Readiness Team (ART) staff functional teams and vendor partners to support readiness and adoption.
  • Develop and execute the enterprise training and enablement strategy and roadmap supporting readiness go-live and postgo-live sustainment.
    Manage internal staff and external vendors to plan design develop deliver and maintain training and enablement solutions across the enterprise.
  • Conduct needs assessments and gap analyses to inform targeted scalable training and capability-building solutions.
  • Oversee the full training lifecycleincluding design development delivery deployment measurement and continuous improvementto ensure alignment with business outcomes.
  • Oversee development and ongoing maintenance of enterprise training assets supporting Finance Procurement Budget and HCM business areas.
  • Apply adult learning theory evaluation models and industry-standard learning and change frameworks to improve learning effectiveness and support organizational readiness.
  • Oversee delivery of instructor-led virtual and blended learning experiences; evaluate effectiveness and identify opportunities for improvement.
  • Partner with OCM and Communications to develop and execute training-related communications and engagement activities.
  • Lead and develop a team of training professionals ensuring quality consistency accountability and alignment with program milestones and the master schedule.
  • Ensure training solutions are accessible inclusive and compliant with state and federal requirements.

Qualifications

What you need to bring
Required Qualifications:

  • Demonstrated professional expertise in adult learning training organizational development instructional design communications or related field.
  • Demonstrated professional expertise leading training enablement or workforce development initiatives.
  • Experience developing and executing training strategies roadmaps and delivery plans aligned to organizational goals and implementation milestones.
  • Ability to advise leaders and interested parties on training readiness risks and adoption impacts.
  • Experience applying instructional design principles learning and evaluation models (e.g. Kirkpatrick Blooms Taxonomy) to measure effectiveness and improve outcomes.
  • Ability to oversee the design development delivery and maintenance of instructor-led virtual and blended learning solutions.
  • Experience conducting needs assessments and gap analyses to inform targeted training solutions.
  • Ability to manage the full lifecycle of learning assets including continuous improvement based on data and feedback.

Desired Qualifications:
  • Experience managing external vendors to ensure quality consistency and accountability.
  • Bachelors degree in adult education instructional design education communications organizational development or a closely related field
  • Five (5) or more years of experience leading enterprise training or enablement for large initiatives.
  • Strong knowledge of Organizational Change Management and training-related communications and engagement activities.
  • Prosci certification
  • Experience managing external vendors to ensure quality consistency and accountability.
  • Ability to align training deliverables with master schedules and enterprise milestones.
  • Knowledge of quality improvement tools and processes.
  • Understanding of the functioning of state government the legislative system and individual state agencies.
  • Experience with Smartsheet and SharePoint.
