DEPARTMENT SUMMARY: The Youth Center serves youth up to the age of 24 who are currently at-risk of or experiencing homelessness. The Youth Center offers services in an LGBTQ safe and affirming environment and serves as an entry point to assist youth making the transition from homelessness to housing. Our services include meals clothing support groups a charter high school GED and college prep program employment preparation training and placement program case management counseling a crisis shelter and a transitional living program (TLP). Our community-based programs include services for youth at home in school or in systems of care.
JOB SUMMARY: The Supervisor RISE will oversee the day to day operations of youth and family connections programs including overall execution and supervision implementation of client care model and compliance. This position also providesdirect services to LGBTQ youth and caregivers involved in the child welfare juvenile probation and other systems utilizing approaches that validate and affirm LGBTQ identities.
DUTIES AND RESPONSIBILITIES
Program Oversight & Operations
Supervise the RISE DCFS Tailored Services for Youth (TSY) Program and all related client care activities
Oversee all TSY program operations ensuring alignment with policies and procedures
Maintain systems for operational efficiency including supply management space upkeep and vehicle coordination
Lead development and oversight of the Rainbow Resource Network including agency sites pop-ups and satellite locations
Ensure youth and family interventions follow a strengths-based LGBTQ affirming progressive engagement model to promote well-being and housing stability
Staff Supervision & Development
Recruit train supervise schedule and coordinate TSYP staff
Ensure staff understand and follow all departmental policies and procedures
Establish and maintain a supervisory structure with regular team meetings one-on-one check-ins training performance documentation and personnel file management
Service Delivery & Client Support
Supervise staff providing case management supportive services family programming referrals and housing resource connections
Ensure services are coordinated and client-centered across all aspects of programming
Conduct outreach and engagement at DCFS offices and community-based organizations
Collaboration & Partnerships
Coordinate with DCFS DMH Probation LAHSA and other county agencies to identify eligible youth
Build and maintain relationships with LGBTQ youth and child welfare organizations to strengthen support networks
Collaborate with other Youth Services program supervisors and staff to develop integrated programming
Administration & Reporting
Prepare monthly quarterly and annual reports for funders and leadership
Track and ensure achievement of program deliverables
Facilitate and participate in staff and planning meetings
General Responsibilities
Lead procurement and distribution of Rainbow Resource Network materials and provide education on safe use
Perform other duties as assigned
JOB QUALIFICATIONS AND EXPERIENCE:
Knowledge of or experience working with the LGBTQ community and familiarity with issues of particular relevance to LGBTQ people
A passion for the Centers work and its mission to make the world a better place for LGBTQ people
A minimum of 6 years experience with system-involved youth and an understanding of the child welfare system
Understanding of the issues affecting LGBTQ children youth and families in systems of care and best practices for serving them
Minimum 3 years of direct supervisory experience in systems of care or a related field
Bachelors degree or equivalent work experience and training in child development social work or related field masters preferred
Bilingual English/Spanish preferred
Flexibility to work evenings and weekends and must be available for on call and crisis situations
Ability to demonstrate active listening skills family and group processing experience and form effective relationships with youth families and caregivers
Strong communication organizational and interpersonal skills with a high level of attention to detail
Proficiency with Word Excel MS Teams Outlook and other software systems
Valid California Driver License access to reliable transportation and ability to obtain insurance
Current CPR Certificate
Demonstrated leadership skills with the ability to coordinate and/or oversee the successful completion of projects
Ability to pass a fingerprint clearance background check including criminal history personal references employment and education verifications
Demonstrated ability to work effectively with people of diverse races ethnicities nationalities sexual orientations gender identities gender expression socio-economic backgrounds religions ages English-speaking abilities immigration statuses and physical abilities in a multicultural environment.
