Position Summary
The Lincoln County District Attorneys Office is looking for an Administrative Chief to help with managing and supervise all staff of the Lincoln County District Attorneys Office with the exception of attorneys investigators. This role is also responsible for planning organizing directing and reviewing the operation of the Office including but not limited to budget development and control maintenance of facilities workflow processes and computer operations.
$64620.00 - $86844.00 annually*

Essential Functions/Major Responsibilities
Manage and supervise all staff with the exception of attorneys investigators child-support and victims department: - Operate with considerable autonomy under the direction of the District Attorney to supervise and manage all staff with the exception of attorneys investigators child-support and victims department in the day-to-day operations of the office.
- Resolve problems concerning work and priorities referred by office personnel.
- Conduct interviews select and provide training to new clerical employees and volunteers. Train all new employees including attorneys regarding policies and procedures of the county and the office.
- Ensure coverage when people are out of the office and act as a back-up for any non-attorney/investigator position as needed.
- Oversee Community Justice Alternative Program Coordinator with analyzing and evaluating grants other funds and special project budgets for correct calculation of expenditure categories.
- Oversee Victims Assistance Division by managing staff and volunteers. Coordinate and manage annual victims rights fundraiser.
- Oversee Child Support personnel while ensuring compliance with grant rules and regulations.
- Approve or deny time off requests for all non-attorney/investigator staff.
- Process time cards and ensure they are complete and accurate.
- Conduct performance evaluations for all staff with the exception of attorneys investigators child-support and victims department.

Develop implement and oversee policies and procedures to ensure compliance with Oregon law and local trial court rules at the direction of the District Attorney and/or Chief Deputy District Attorney: - Develop implement and oversee discovery policies and procedures to ensure compliance with Oregon law and local trial court rules.
- Develop implement and oversee grand jury recordation and retention policies and procedures to ensure compliance with Oregon Law.
- Develop implement and oversee case and record retention policies and procedures to ensure compliance with Oregon law.
- Develop implement and oversee child support policies and procedures to ensure compliance with Oregon law.
- Communicate with law enforcement agencies as needed to improve processes for obtaining police reports and evidence in a timely manner

Assist the District Attorney by providing necessary administrative clerical and legal support and in managing the office in every aspect: - Confer with District Attorney to develop plans resolve questions and clarify policies.
- Recommend implement and administer policies procedures and protocols in accordance with new laws and arranges for the training regarding laws and procedures.
- Create update and manage legal document templates for office.
- Process departmental invoices.
- Process and mail Discovery Statement and maintain Case Management Discovery Invoicing system.
- Troubleshoot Case Management System discovery invoicing issues.
- Receive and process incoming Discovery payments.
- Register coordinate and track all staff training.
- Prepare all staff training/travel reimbursements.
- Order office supplies as requested.
- Conduct special studies regarding new or revised procedures.
- Act as the contact and coordinator for the office for the County Continuity of Operation Plan (COOP); maintain Office Mass Casualty Response.
- Serve as the LEDS Coordinator.
- Update document templates in case management system to ensure proper statutory language.
- Audit and update changing language in case management system and ensure language is statutorily correct.
- Serve as Public Information Officer for the District Attorneys office.
- Serve as coordinator for statutorily required multi-disciplinary team (MDT) for child abuse and elder abuse and the sexual response team.

Budget and grant administration and oversight: Assist District Attorney with development preparation and submission of annual budget requests and adherence to budget. Provide support in the administration of grants to include budgets documentation and interpretation of funding requirements. Review incoming grant proposals for accuracy of structure compliance with County policies and procedures conflict of interest appropriateness of terms and provisions and as appropriate compliance with Incident-Based Reporting (IRB) and Health Insurance Portability and Accountability Act (HIPAA) requirements. Analyze and evaluate grants other funds and special projects budgets for correct calculation of expenditure categories such as salaries percent of effort salary adjustment increases fringe benefits indirect costs materials and equipment. This includes annual budget preparation. Complete program billings and track financial records. Complete grant reporting requirements as outlined by the funder.

Typical Qualifications
EDUCATION
Bachelors in criminal justice law enforcement social science social work or related field.
EXPERIENCE
Four-Five years in administrative legal and office management functions.
Drivers License
Oregon Drivers License required within 30 days of hire
Desirable Qualifications: NOVA Crisis Response Team certification (40-hours) and Basic Victim Advocacy certification (40 hours).
Knowledge of:
- Office management.
- Business English composition spelling punctuation and preparation of a wide variety of legal documents.
- The laws jurisdiction and responsibilities of the Grand Jury process Karlys Law and Victims Rights.
- Extensive knowledge of victimology stress reactions to crisis and crisis intervention techniques.
- Strategic planning program development grants and budgets.
- The adult criminal justice system and the juvenile justice system.
Skill or ability to:
- Keep detailed records and prepare reports and findings.
- Speak publicly to a variety of audiences.
- Respond effectively in crisis situations with a prejudice and judgment free attitude.
- Fill in at every level of clerical/secretarial duty.
