Job Summary

Introduction

The PSC is seeking a skilled and motivated individual to join its TelecommunicationsGas & Water Division as an Assistant Director. This position plays a key role inensuring the efficient regulation of critical public utilities and offers the opportunity tohelp shape policy and pricing in essential service industries.

This is an at will position which serves at the pleasure of the Appointing Authority (theCommission).

POSITION DUTIES

The PSC regulates public utilities and certain passenger transportation companies inMaryland. Its regulatory oversight includes natural gas electricity telecommunicationsand privately owned water and sewage disposal systems. The Commissionsresponsibilities include evaluating and deciding matters related to utility rates safetyservice quality infrastructure modernization and compliance with applicable regulationsand state policy objectives.

The TGW Division plays a central role in supporting the Commissions efforts tonavigate an evolving utility landscape shaped by technological advancement regulatoryreform and public policy priorities. This position offers a meaningful opportunity to applyeconomic and technical expertise to public service contributing directly to theCommissions mission through the analysis of regulatory issues affecting gastelecommunications and water service providers.

The Assistant Director works closely with the Division Director in the economic andtechnical evaluation of cases and policy matters involving these industries. The roleincludes supervisory responsibilities for a small team of professional staff primarilyeconomists and requires maintaining subject-matter expertise across the gas waterand telecommunications sectors. This includes familiarity with industry practicesregulatory models and emerging policy trends. The position involves direct participationin formal regulatory proceedings preparation of expert testimony and collaboration withother technical staff including attorneys engineers accountants and public policyexperts.

The work is intellectually stimulating fast-paced and crucial to Marylands economy itsresidents and the environment. We are looking for candidates with a strong analyticalfoundation the ability to tackle complex economic and regulatory challenges acrossmultiple disciplines and a desire to work in public service.

As an Assistant Director you will:
Lead and conduct economic and regulatory analyses to support Commissiondecisions on telecommunications gas and water services.
Prepare expert testimony policy reports and economic studies to inform rate-setting and regulatory policies.
Collaborate with accountants engineers and attorneys to determine appropriatepricing policy and service terms.
Represent the Division in working groups tasked with developing new regulationsreports and agreements that support the Commissions regulatory mandate.
Analyze market trends and the economic impacts of regulatory decisions.
Contribute to the development of innovative policies that balance economicefficiency consumer protection reliability and environmental sustainability.
Assist the Division Director in the supervision of junior Economists; this includesconducting performance evaluations as well as leading or guiding junior Economistsin the preparation of their expert testimony comments or other work assignments.
Represent the Division in stakeholder workgroups and technical conferences.
Assisting in the overall management of the Divisions workflow and product quality.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelors degree from an accredited college or university in EconomicsEngineering Finance Statistics Mathematics Public Policy or a closely relatedfield.

Experience: Three years of relevant professional experience in economic analysis preferably inutility regulation the energy sector water sector telecommunications sector or arelated field.

Note: A Masters degree may be substituted for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

An Assistant Director with a passion for energy water or telecommunications policystrong analytical capabilities and a desire to work in public service. The PSCwelcomes experienced applicants with strong leadership skills.

Successful candidateswill bring:

Strong quantitative analytical and problem-solving skills.
Proficiency in economic theory (microeconomics industrial organization regulatoryeconomics) and its application.
Experience with statistical analysis econometrics and economic modelingsoftware.
Excellent written and oral communication skills with the ability to explain complexeconomic concepts to diverse audiences.
Ability to work independently and collaboratively in a team-oriented environment.
Sound professional judgment and a commitment to ethical public service.
Knowledge of the electric utility industry energy markets or regulatory processes ishighly desirable.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of amotor vehicle. Employees assigned such duties will be required to possess a motor vehicle operatorslicense valid in the State of Maryland.

Personal Leave- new State employees are awarded six (6) personnel days annually(prorated based on start date).
