Role Purpose:
Reporting to the Director of Program Development & Impact (PDI) and the TAs working coverage includes championing child and youth welfare and advancing disaster resilience goals in our strategic and programmatic work across the country. Additionally the role involves advocating effectively for children in accordance with the Theory of Change (ToC) and bolstering the organizations strong brand by ensuring adherence to global branding procedures and enhancing brand recognition in the local market.
This role is responsible for:
- Strategic Planning (10%): Leading our Indonesia Country Strategy to empower children and youth promote their welfare and advance initiatives for social protection disaster and sustainable livelihoods across the country.
- Program Design and Development (50%): Leading and contributing to the program design and proposal development to secure funding for Indonesias LR programs.
- Advocacy for and with Children (20%): Leading advocacy efforts to further policy and legislative reforms for child and youth poverty reduction disaster social protection and youth economic empowerment throughout the country.
- Monitoring Evaluation Accountability Learning / MEAL (10%): Leading the LR Community of Practice in Indonesia to enhance collaboration and the dissemination of best practices evidence and learning; focusing on internal coordination and external advocacy on critical issues like child poverty youth unemployment social protection and disasters while also engaging civil society and monitoring the impact of public financial management on child-focused investments.
- Technical Leadership (10%): Providing technical guidance to enhance the implementation of high-quality LR programs throughout the country and to grow a cadre of LR Specialists.
What you will do:
Strategic Planning (10%)
Lead our Indonesia Country Strategy to empower children and youth promote their welfare and advance initiatives for social protection disaster and sustainable livelihoods across the country.
- Actively contribute to advancing our Country Strategic Plan (CSP)andby advancing our Strategic Goals (SGs):
- SG 4: Enhance the resilience of children and communities to counteract the adverse impacts of climate change and disaster risks on their lives through child-sensitive social protection measures.
- Oversee the creation and revision of the Country Annual Plan (CAP) Country Annual Report (CAR) and Child-Rights Situation Analysis (CRSA) as well as the Livelihood Resilience (LR) Thematic Strategy. Ensure high-quality needs-driven programming and secure engagement and commitment from all stakeholders both internal and external.
Program Design and Development (50%)
Lead and contribute to the program design and proposal development to secure funding for Indonesias LR programs.
- Ensure the development and timely submission of high-quality comprehensive evidence-based proposals for innovative child-focused programs aligned with SG 4.
- Support with the program design proposal development and donor engagement for key strategic programs and opportunities; and develop concepts that can be pitched to donors.
- Embed child welfare youth empowerment and disaster participation and protection principles within all program designs and implementation.
- Investigate and incorporate innovative approaches and trends into LR programming assisting field offices in testing and documenting new tools and methods.
- Provide technical assistance for the formulation of high-quality concept notes proposals and program implementation.
- Manage the development implementation and evaluation of national LR programs ensuring integration where relevant and adherence to sectoral and organizational best practices including Common Approaches (CA).
- In collaboration with Resource Mobilization (ResMob) Unit enhance strategic partnerships to expand our LR portfolio nationally.
- Champion a system-strengthening methodology fostering collaborative partnerships with government and regional entities to achieve impactful scalable and sustainable outcomes.
- Support emergency preparedness and recovery efforts bolstering national capacity for prompt humanitarian action.
Advocacy for and with Children (20%)
Lead advocacy efforts to further policy and legislative reforms for child and youth poverty reduction disaster social protection and youth economic empowerment throughout the country.
- Foster collaboration with teams children and stakeholders to weave LR into advocacy activities thereby elevating Save the Children Indonesias profile and impact.
- Align field experiences with national LR programs and advocacy to create cohesive initiatives at all levels.
- Spearhead the creation of research and policy briefs to strengthen Save the Childrens LR advocacy and influence policy reform.
- Partner with advocacy peers to shape regional and national policies that serve Indonesian childrens needs and actively participate in networks and forums dedicated to child and youth welfare.
Monitoring Evaluation Accountability Learning / MEAL (10%)
Lead the LR Community of Practice in Indonesia to enhance collaboration and the dissemination of best practices evidence and learning; focusing on internal coordination and external advocacy on critical issues like child poverty youth unemployment social protection and disasters while also engaging civil society and monitoring the impact of public financial management on child-focused investments.
- Drive a rigorous evaluation accountability and learning process ensuring the systematic collection analysis and sharing of evidence at national and international levels.
- Work closely with the MEAL team to create detailed logical frameworks indicators and monitoring plans that incorporate LR goals.
- Pioneer the development and application of data collection methods and the analysis of crucial LR program and project metrics integrating insights to refine programming.
- Initiate and foster a learning agenda within the LR fields reflecting the latest in global policies and program innovations.
- Lead the integration of current research best practices and trends into the technical proficiency of the LR teams.
- Ensure the efficient organization storage and dissemination of learning materials policy briefs research and proven practices in LR to all stakeholders including the beneficiaries.
- Promote the sharing of knowledge and experiences in LR throughout Indonesia thereby enhancing cross-learning opportunities.
- Consistently report on LR program progress strategy and insights cultivating a culture of learning where achievements and challenges are shared for collective organizational and individual growth.
Technical Leadership (10%)
Provide technical guidance to enhance the implementation of high-quality LR programs throughout the country and to grow a cadre of LR Specialists.
- Facilitate a regular Community of Practice (CoP) or participate in a Technical Working Group (TWG) introducing pertinent tools and resources to encourage best practices evidence-based learning and knowledge sharing.
- Identify and develop the capabilities of Trainers or Specialists mentoring and coaching them to become master trainers. This will empower them to disseminate their expertise to Save the Children staff and implementing partners as well as to civil society and government entities thereby fostering business development opportunities.
What we need from you:
- Masters degree in Economics Rural Development Livelihoods Agricultural Economics Food Security Disaster Risk Reduction Sustainability International Development / Development Studies or a related field; however an additional two years of professional experience may substitute for the Masters degree requirement.
Experience And Skills
Essential:
- A minimum of 7 years experience in developing and executing livelihoods economic empowerment programs in developmental contexts and humanitarian response.
- Knowledge of national and local agroforestry social protection labor policies and regulations.
- Proficiency in tools such as political economy analysis gender analysis and child rights situation analysis with methodologies to prevent and mitigate child poverty youth unemployment disaster risks.
- Expertise in incorporating child rights-based approaches in program design and execution.
- Knowledgeable in methods and practices for advancing gender equality and empowering women and girls to prevent child poverty youth unemployment disaster risks.
- Experience collaborating with national and local authorities NGOs UN Agencies institutions development partners and academia on Livelihood Resilience (LR) issues.
- Demonstrated ability in facilitating child participation and advocating for childrens rights in professional settings and collaborations.
- Familiarity with the project management cycle and budgeting processes.
- Advanced verbal and written communication skills in Bahasa Indonesia and English including the development and presentation of concept notes funding proposals and tenders for developmental and humanitarian programs.
- Proficient in networking representing and forging partnerships to foster learning strengthen civil society and mobilize resources focusing on donor and high-level engagement for pursuing funding and thematic portfolio.
- Exceptional analytical interpersonal collaborative problem-solving presentation and negotiation abilities.
- Excellent computer proficiency including the ability to operate fundamental software applications such as Microsoft Word Excel PowerPoint Teams and SharePoint with ease and efficiency.
