THE OPPORTUNITY
The Community Enhancement Officer I plays a vital role in maintaining and improving the safety aesthetics and livability of the community. This entry-level position serves in a training capacity performing routine field inspections to ensure public and private properties comply with City municipal and building codes. Key responsibilities include conducting inspections investigating code violations issuing citations educating the public on regulatory requirements and contributing to community clean-up and enhancement initiatives. Working closely with other departments and agencies this position supports a safe and orderly environment while fostering positive relations with property owners business owners and community members.

The ideal candidate for the Community Enhancement Officer I position is a detail-oriented professional dedicated to public service and community enhancement. They possess strong analytical and communication skills to identify and resolve code violations effectively and diplomatically. With a proactive and adaptable approach the candidate manages diverse duties establishes productive relationships with City staff agencies and the community and demonstrates integrity and sound judgment. MINIMUM AND DESIRABLE QUALIFICATIONS

A typical way of obtaining the knowledge skills and abilities outlined above is graduation from high school or G.E.D. equivalent and one year of experience with municipal ordinances and codes involving public contact; or an equivalent combination of training and experience.

A valid California drivers license and the ability to maintain insurability under the Citys vehicle insurance policy. Advanced first aid and CPR certificates or the ability to obtain them within six months of the date of hire.

American Association of Code Enforcement (AACE) International Code Council (ICC) and California Association of Code Enforcement Officers (CACEO) certifications are preferred. Supplemental coursework in Administration of Justice or security procedures and operations is desirable. Bilingual ability (English/Spanish) is highly desirable.

DISTINGUISHING CHARACTERISTICS
Community Enhancement Officer I is a public safety position responsible for the positive enforcement of laws rules and regulations about City Codes rules and regulations. Community Enhancement Officer I monitors City facilities and public space to enforce City rules regulations and City codes records and reports violations of regulations and ordinances governing the use of the park facilities and responds to emergencies.

Community Enhancement Officer I is distinguished from the Community Enhancement Officer II class in that Community Enhancement Officer I focuses on field patrols inspection citations and field and telephonic interaction with citizens business owners property owners and the public to ensure compliance with municipal and building code provisions. The Community Enhancement Officer II series has journey-level knowledge handles more complex inspections and cases and provides training to new officers.

The Community Development Department provides a variety of development and business services related to enhancing the quality of life in the community. The Community Enhancement & Neighborhood Services Division is responsible for the enforcement of codes relating to neighborhood nuisances health & safety substandard housing vehicle abatement illegal dumping improper signage parking control and weed abatement. Community Enhancement staff also manages the Citys Rotational Tow Service Graffiti Restitution Shopping Cart Retrieval program and the Foreclosure Registration Program.


THE SELECTION PROCESS
Applicants possessing the MOST DESIRABLE qualifications at each level based on a screening of required application materials including the completed Supplemental Questionnaire will be invited to continue in the selection process.


RECRUITMENT PROCESS:Human Resources (HR) reviews all application materials to determine whether candidates meet the established minimum and preferred qualifications once the position has closed.
