The Department of Military and Veterans Affairs (DMVA) Division of Homeland Security and Emergency Management(DHS&EM)
Branch of State Emergency Operations Center (SEOC) is recruiting for an Emergency Management Specialist 2!

This position is in the General Government (GGU) Bargaining Unit at a range 16.

This position is open to Alaska Residents only.

What You Will Be Doing:
The new DHS&EM team member will play a vital role in the State Emergency Operations Center (SEOC) assisting with emergency warning disaster response incident management and community outreach to enhance state preparedness and resilience during natural and man-made disasters. Their responsibilities include conducting pre-emergency planning supporting community engagement initiatives and participating in programs focused on disaster preparedness recovery and mitigation ensuring a coordinated and effective response to emergencies.

*NOTE * SPECIAL NOTICE - JBER (BASE) ACCESS * NOTE*

The successful applicants must pass a federal background check in order to qualify for military base access which is required with this positions work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License proof of vehicle insurance and a valid State of Alaska vehicle registration.

State employees are guests on Joint Base Elmendorf-Richardson; clearance and access are not within the States control.

Special Note:In addition in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process a background check investigation including a criminal records check will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.

Minimum Qualifications

One year of entry professional level experience mitigating against preparing for responding to or recovering from emergencies disasters or terrorist events. The required experience is met by service as an Emergency Management Specialist 1 with the State of Alaska or the equivalent elsewhere.

OR

Two years of entry professional level experience either creating contingency plans conducting exercises to evaluate plans and training responding to events creating civil disruption or environmental disturbance or coordinating the recovery from such events.

OR

A bachelors degree in any field from an accredited college;
AND
One year of entry professional level experience either creating contingency plans conducting exercises to evaluate plans and training responding to events creating civil disruption or environmental disturbance or coordinating the recovery from such events.

Special Note:
A valid Alaska drivers license is required.

Some positions require the incumbent to obtain a federal security clearance.

Work may require periodic 24-hour on-call duty and travel to remote locations in small aircraft and boats and may involve exposure to inherently hazardous or potentially dangerous environmental conditions.

Other Position Specific Requirements:
  • DMVA is housed on Joint Base Elmendorf-Richardson a federal military installation. If the installation commander deems it necessary the incumbent may be required to pass a security background check for an installation access permit. Adherence to installation regulations special security guidelines and base protocol for Joint Base Elmendorf-Richardson are mandatory and will be followed while on the installation or the installation commander can revoke the access permit at any time.
  • The individual must also be able to maintain the clearance throughout employment. Adherence to special security guidelines protocol etc. for JBER needs to be followed.
Other Work Demands:
  • Must be willing and able to travel within the State including very remote areas or out of State as needed. Transportation can be via government vehicle commercial airlines (large and small) very small planes helicopters boats snow machines and ATVs to remote areas of the state to support the Departments mission.
  • Catastrophic disaster emergency response is likely to impose more stringent physical and mental requirements such as: rapid deployment away from home and family changed work times (day vs. night) and longer shifts (12 hours or more) working in austere facilities and frequently at tasks very different from day-to-day assignments and living in sometimes spartan accommodations similar to outdoor camping and can include: tents sleeping bags cabins gymnasium floors etc.
  • The incumbent will be directly responsible for implementing actions and supporting communities and jurisdictions with life-and-death implications. The additional level of stress associated with these responsibilities requires mental and emotional strength. As a result attendance is an essential function of the job.
