Job Summary

The House of Commons Digital Services and Real Property is currently looking to staff the Strategic Advisor IT Security Engagement and Outreach position. 

The Strategic Advisor IT Security Engagement & Outreach is a senior advisory role responsible for driving institution-wide cybersecurity awareness engagement and cultural transformation at the House of Commons. Acting as a strategic change catalyst the incumbent designs long-term outreach frameworks that influence cybersecurity behaviours and strengthen digital trust among Members of Parliament senior executives and administrative leadership. The role shapes organizational attitudes toward cyber risk ensuring awareness initiatives align with parliamentary mandates legislative obligations and institutional risk appetite. 

Operating autonomously the advisor serves as a principal interface between the Chief Information Security Officer (CISO) political leadership and external or inter-governmental partners on cybersecurity communication information management resilience and institutional readiness. The role leads matrixed teams without formal authority delivers executive-level briefings and provides strategic communications support during high-profile cyber events or incidents. Accountability is held for outcomes that directly impact institutional resilience and reputational risk.

Qualifications :

Education: 

  • University degree in Cybersecurity Information Technology or another related field or an acceptable combination of education technical training and experience. 

Experiences:  

  • Progressively senior experience in cybersecurity roles with a strong focus on strategic communications and stakeholder engagement within government parliamentary or other politically sensitive environments;  
  • Experience providing trusted authoritative advice to senior executives elected officials or national committees particularly in high-visibility ambiguous or crisis-driven situations; 
  • Proven leadership designing and driving multi-year awareness engagement or organizational-transformation programs with measurable impact on culture and institutional resilience;  
  • Experience managing vendor partnerships contract negotiations and budgets supporting enterprise outreach or risk-mitigation initiatives; 
  • Demonstrated experience developing assessing and reporting on enterprise-level performance frameworks risk-reduction metrics or human-factor mitigation strategies; 
  • Experience chairing or leading cross-functional working groups inter-organizational committees or multi-stakeholder governance bodies including contributing to cybersecurity policy or institutional directives. 

Assets: 

  • Related professional designation- e.g. CISM CISSP;    
  • Specialized training or certification in organizational change executive communications behavioural psychology risk governance or public-sector leadership;  
  • Experience supporting cybersecurity communications in parliamentary or other politically complex environments.
