The Department of Economic Security Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as a Foreign Labor Certification Coordinator with the Workforce Development Administration (WDA). This position is responsible for providing a wide range of Foreign Labor Certification (FLC) statewide activities related to H-2A and H-2B programs and prevailing wage determinations to ensure efficient operations and compliance with the Department of Labor Foreign Labor Certification. This position will be required to utilize a business methodology that drives continuous improvement.
Must be willing and able to travel to locations throughout Arizona; work in housing or farm locations; rural remote areas of the state; extreme temperatures (range from 20 degrees F to over 100 degrees); and working outside of traditional 8-5 & M-F work hours; and potential exposure to plant pollens insects and noxious plants and to fields and plant materials which have been treated with insect and/or disease control sprays.
| Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
Manage the operations of all H-2A and H-2B temporary migrant worker visa job orders as directed under the Office of Foreign Labor Certification (OFLC). Support employers with managing their H-2A and H-2B job orders as outlined under regulatory requirements CFR 655.0-655.1319 & Training and Employment Guidance Letter (TEGL) No. 21.20.
Coordination/Communication: Work with applicable parties Department of Labor (DOL) / Department of Justice (DOJ) / Department of Health Services (DOHS) employers Migrant and Seasonal Farmworkers (MSFW) other states State Monitor Advocate & Business Services on investigations housing inspections H-2A & H-2B job orders round tables and regulatory requirements outlines under CFR 655.0-655.1319; compile necessary reporting and documentation needed for yearly Foreign Labor Certification (FLC) grant.
Record keeping & Data Reporting: Collect compile analyze and submit data and correspondence timely to all DOL Division/Administration requirements & requests; compile necessary data to complete all Prevailing Wage Surveys; prepare & release yearly calendar for Prevailing Wage Survey usage; and maintaining appropriate electronic file management system.
Maintain awareness of any changes in state and federal laws that directly or indirectly impacts all programs overseen by the OFLC and DOL.
Attend and conduct meetings for the dissemination of information and program compliance; present the Foreign Labor Certification program to large conference audiences or as a member of a panel.

Ability to travel to locations within assigned area and to statewide meetings which may include navigation in rural or otherwise difficult to locate areas
| Selective Preference(s): |
The ideal candidate for this position will have:
Three (3) years of supervisory experience to include experience in agricultural foreign labor. Fluent in Spanish. Masters degree in business or public administration from an accredited college or university may substitute for one year of the required experience.

Travel will be required for State employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).

State employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
