As Executive Director for Manpower & Reserve Affairs you will lead the Dept. of the Air Forces (DAF) human capital enterprise. Duties

Step into a pivotal senior leadership role and become a key architect of the DAFS personnel enterprise. As the Executive Director for Manpower and Reserve Affairs you will be empowered to drive innovation and shape the future for our military and civilian forces across a dynamic and expansive portfolio. This is an opportunity to make a lasting impact on national security by leading the charge in human capital strategy.
Your mission will involve:

  • Pioneering Policy and Strategy: Provide senior executive leadership to revolutionize personnel policy program management and execution. You will be the catalyst for developing innovative integrated strategies establishing the milestones and metrics that will guide the entire enterprise.
  • Driving Enterprise-Wide Transformation: Exercise independent judgment and initiative to identify requirements resolve complex challenges and provide strategic counsel on high-visibility programs. Your oversight will ensure our policies and programs are models of performance ethics and efficiency.
  • Championing Strategic Integration: Serve as a key representative on governance bodies promoting organizational interests and ensuring the alignment of priorities. You will steer the implementation of policies across the Manpower and Reserve Affairs enterprise ensuring seamless integration and addressing high-level matters with strategic vision.
  • Leading Through Influence: Collaborate with and advise senior Department of the Air Force leaders framing critical issues and providing expert guidance to resolve complex concerns. You will be a central figure in fostering a responsive and forward-thinking personnel system.

Requirements

Conditions of employment

  • U.S. citizenship is required.
  • Males must be registered for Selective Service see .
  • Mobility is a condition of employment and appointment for SES members will be required to sign a Reassignment Rights and Obligations Agreement.
  • Selected candidate must file an Executive Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978.
  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a TOP SECRET (SCI) clearance.
  • The incumbent is subject to random testing for drug use IAW Exec. Order 12564 dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18 United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.
  • Within the Department of Defense (DoD) the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications

Qualification Requirements: Your 2-page resume must demonstrate the Mandatory Technical Qualifications (MTQs) listed below. A. MINIMUM QUALIFICATIONS:

1. Education Requirement:
A bachelors degree in business human resources or related area from an accredited institution is highly desired. A masters or advanced degree is highly desired.

MANDATORY TECHNICAL QUALIFICATIONS (TQs): Applicants must reflect superior technical qualifications demonstrated through leadership and management. A separate narrative statement is not required--this information should be embedded within the resume.

  1. Transformational Leadership and Executive Management: Demonstrated ability to lead a large complex organization through significant change. This includes experience in shaping a strategic vision driving enterprise-wide initiatives and fostering a culture of innovation and accountability to achieve mission-critical results.
  2. Strategic Human Capital Expertise: Mastery in developing and implementing cutting-edge human capital strategies. This includes a deep understanding of personnel policy talent management and resource allocation to build and sustain a diverse agile and high-performing workforce.
  3. Policy Integration and Enterprise-Wide Influence: Proven experience in providing strategic counsel to senior executive leaders (e.g. Service Secretary Service Chief General Officer etc) on high-impact issues. This includes the ability to build coalitions negotiate complex challenges and influence the direction of enterprise-level programs and policies.

Additional information

In addition DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives must demonstrate an ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. This information should be embedded within the resume.

Tiering: The Department of the Air Force structures its SES positions into tiers to determine the pay range for each position. The categories are based on the position scope breadth functions and placement within the structure of organizational levels across the Department.

Salary: $186207.00 - $228000.00 per annum. (DAF Tier 3) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary. SES members are eligible for Performance-Based Salary increases and/or bonuses.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore mobility is a condition of employment and appointed SES members will be required to sign a Reassignment Rights and Obligation Agreement.

Veterans Preference: Veterans preference is not applicable to the SES.

Relocation Authorized: Payment of Permanent Change of Station (PCS) costs is authorized in accordance with the Joint Travel Regulations (JTR).
