Job Summary

Summary

As the Saginaw VA Medical Centers financial expert the Chief Financial Officer is responsible for establishing and maintaining an integrated system of financial staff services that contribute to effective management control over facilities budget for the implementation of clinical operations.


Duties

Duties include but are not limited to:

  • Employee is responsible for a complete accounting program including planning adapting or revising local accounting systems analyzing and evaluating current and past performance interpreting effects of transactions and applying accounting concepts to meet local needs. Internal controls that cross departmental lines must be established and reviewed in conjunction with auditing and accounting oversite.
  • This employee is the Chief Financial Officer for the technical processes of budget foundation auditing review accounting evaluation and the overall budget execution for Saginaw VA Medical Center. The employee will develop and recommend a budget plan taking into consideration workload FTEE salaries non- payroll requirements and space. Negotiations with managers will also be handled at this level as the basis for recommending budget allowances and appropriation throughout the service. The employee ensures that the budget system is effectively utilized as an evaluating tool measuring program performance and effectiveness.
  • Knowledge of Federal statutes VA regulations and guidelines Comptroller General Decisions and the regulations of the U.S. Treasury Department GAO Office of the Inspector General and the Office of Management and Budgeting are required as well as a thorough understanding of management payroll and budgeting techniques and systems.
  • The employee distributes funds to program officials within the health care system which reflect policy and budgetary intent makes projections and indicates what adjustments in Saginaw VAMC PD# 92025-0 plans are necessary to maintain equitable program balance. Actual expenses and receivable funds are also analyzed and compared with budget projections. Financial activity will usually include auditing functions and may include management or program analysis or statistical services.
  • Incumbent has primary responsibility for the coordination and submission of a major cost accounting report that reflects cost and workload of the various bed sections outpatient areas cost centers and other non-VA activities. The validity of the data submitted for this report is of paramount importance due to the close relationship of the cost and workload resource allocation system used within the Veteran Health Administration for allocation of dollars to operate health care systems.

  • Operational / Strategic budget planning
  • Budget analysis for space construction and renovation activities
  • Long range planning advisement to facility leadership.
  • Finance advisement to multiple committees which this position belongs to as key stake holder.

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/09/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    Individual Occupational Requirements (Transcript Required):

    1. Degree: accounting; or a degree in a related field such as business administration finance or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly accountant should be interpreted generally as accountant and/or auditor.)

      OR

    2. Combination of education and experience: at least 4 years of experience in accounting or an equivalent combination of accounting experience college-level education and training that provided professional accounting knowledge. The applicants background must also include one of the following:
      1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
      2. A certificate as Certified Public Accountant or a Certified Internal Auditor obtained through written examination; or
      3. Completion of the requirements for a degree that included substantial course work in accounting or auditing e.g. 15 semester hours but that does not fully satisfy the 24-semester-hour requirement of paragraph A provided that (a) the applicant has successfully worked at the full-performance level in accounting auditing or a related field e.g. valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth depth currency and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting the applicants education training and experience fully meet the specified requirements.

    In addition to Individual Occupational Requirements you qualify based on your experience as described below:
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
      • Candidate must have a comprehensive background in Veterans Administration/Federal Government fiscal operations with demonstrated working knowledge of fiscal planning directing analyzing and advising a Medical Center for fiscal operating budgets policies related to finance and utilization of financial regulations and procedures.
      • Extensive experience supervising employees/staff.
      • Experience in developing fiscal policies procedures and finance strategic planning; experience coordinating between multiple offices or organizations
      • Experience in budgets fiduciary expenditures or equivalent.

Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment.     Preferred Experience: A Masters degree in a related field such as business administration finance public administration or a related field

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: It occasionally requires carrying of light objects such as files books and papers; some walking standing and bending. No special physical qualification is required. Personal Protective Equipment may be required in some work areas frequented by this position.
