Job Summary

Summary

As a Manager for Disclosure Services and the Freedom of Information Act Officer you will plan direct and supervise activities in the unit. Assist the Director in overall planning and day-to-day activities of the division.

This position will be located within OCCs Public Affairs unit in Washington DC


Duties

As a Manager for Disclosure Services and the Freedom of Information Act (FOIA) Officer you will:

  • Plan develop and implement policies and procedures for the agencys public disclosure program including preparation of periodic reports as required.
  • Review and approve all denials of documents under the FOIA/PA and ensure that affirmative decision is applied to all documents that require an exemption and that exemptions are used consistently and appropriately.
  • Serve as the primary expert on disclosure matters and provide advice to OCC staff. Oversee initiatives to improve disclosure practices techniques and make recommendations concerning policy and procedural changes to improve effectiveness and efficiency of disclosure requests.
  • Assist the Director in overall planning direction control and maintenance of reporting requirements.
  • Manage the work of a professional and technical staff through subordinate team leaders involved in responding to Freedom of Information Act Privacy Act and other disclosure-related requests from members of the press general public and the financial community.

Conditions of employment

    This position requires that the successful candidate undergo personnel vetting which includes a background investigation and enrollment upon onboarding into Continuous Vetting. Enrollment in Continuous Vetting will result in automated record checks being conducted throughout ones employment with Treasury. The successful candidate will also be enrolled into FBIs Rap Back service which will allow Treasury to receive notification from the FBI of criminal matters (e.g. arrests charges convictions) involving enrolled individuals in near real-time.

    1. Noncriminal Justice Applicants Privacy Rights for those who undergo an FBI fingerprint-based criminal history record check for personnel vetting which includes Rap Back

    3. () (applicable to those who hold a sensitive position or have eligibility for access to classified information).

    Qualifications

    You must meet the following requirements within 30 calendar days after the closing date of this announcement:

    To qualify for the NB-VI level applicants must have specialized experience equivalent to the next lower level NB-V or GS-13 level in the federal service. This experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    Specialized experience for this position includes:

    • Responding to routine Freedom of Information Act (FOIA) and Privacy Act requests and other disclosure inquiries from a wide range of internal and/or external individuals or groups; AND
    • Conducting review and analysis of information for a disclosure determination based on a harm analysis i.e. harm that could result if the information were disclosed; AND
    • Leading projects and/or initiatives involving FOIA/Privacy Act requests appeals and/or litigation for the organization.
    The experience may have been gained in the public sector private sector or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
