The primary purpose of this position is to serve as a first level supervisor providing planning directing organizing and exercising control over nonsupervisory employees assigned to 86th Force Support Squadron Child and Youth Services Flight Youth Programs Ramstein Air Base Germany.


Duties

  • Plans organizes and directs the activities of 86th Force Support Squadron Youth Programs ensuring that programming for youth and teens complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents Youth Program with a variety of installation and functional area organizations.
  • Other regular and recurring technical non-supervisory duties

  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
  • Depending on the type of position (competitive/excepted) you are selected for you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period your employment will be terminated unless you receive certification in writing that your continued employment advances the public interest.
  • This is a designated CYP position assigned to the Child and Youth Services Flight.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position has been identified as having regular contact with accordance with (IAW) Public Law 101-647 Section 231 and Public Law 102-190 Section 1094 and DoD Instruction 1402.05 background checks are required
  • DD Form 2981 Basic Criminal History and Statement of Admission Installation Records FBI fingerprint and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position.
  • Renewal every five years of the Installation Records FBI Fingerprint and SCHR is required with annual review of DD Form 2981.
  • IAW AFI 34-144 and DoD certification requirements a pre-employment physical examination with a renewal at least every 3 years and specified immunizations are required.
  • Incumbent must be able to obtain Food Handlers First Aid and Cardiopulmonary Resuscitation (CPR) certifications and complete additional training requirements.
  • The work requires the employee to drive a motor vehicle. An appropriate valid drivers license is required for the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force national security and public safety.

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUE:

  • At a minimum the incumbent must meet qualification requirements stipulated by the US Office of Personnel Management for the 1701 occupational series.
  • The incumbent must complete applicable Virtual Lab School (VLS) courses and all applicable training requirements.
  • Incumbent may occasionally be required to work other than normal duty hours to include weekends holidays and evenings. Incumbent may be required to work a split shift to meet supervisory or program requirements.
  • Work involves physical exertion such as standing walking lifting up to 40 lbs. (small children or center supplies) and some involvement in all aspects of the center and playground area arrangement and maintenance.
  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.


In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions Recreation Specialist Series 0188.


SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes knowledge of principles concepts developmentally appropriate practices and techniques of programming for Youth teens and youth sports ensuring that programming for youth and teens complies with legal and regulatory requirements and meets customer needs and provide services and activities that directly impact the base and local community young participants physical and mental well-being and social development. OR
EDUCATION:
Successfully completed a Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related. Major study -- general recreation or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public urban or community recreation; special populations recreation (e.g. senior citizens institutional etc.); or physical education. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. The education must have been obtained in an accredited college or university.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

1. Knowledge of principles concepts developmentally appropriate practices and techniques of programming for Youth teens and youth sports.
2. Knowledge of safety and security regulations practices and procedures.
3. Knowledge of program and facility management environmental regulations practices and procedures; facility design; and equipment selection and purchases.
4. Skill in preparing budgets program evaluations and facility administration; managing financial and physical resources and in effectively organizing and utilizing available resources within programs framework.
5. Ability to plan organize and direct the functions and staff of a medium to large sized organization.
6. Ability to communicate effectively both orally and in writing.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
