Job Summary

Summary

The position is within the Clinical Informatics Section under The Chief of Staff at the Oscar G. Johnson VA Medical Center in Iron Mountain MI. The position is to provide programmatic support for the implementing and administering the medical software package needed for electronic health information (EHR) implementation.


Duties

Major Duties:

  • Ensures correct user roles are assigned to end users by supervisors super users and department heads.
  • Communicates processes role changes EHRM policies and modernization training requirements system capabilities VHA regulations directives and best practices to supervisors ELT service chiefs employees EHRM team and CLT.
  • Coordinates data collection analysis and monitoring.
  • Provides user training on system features and capabilities.
  • Performs data processing support and service functions requiring knowledge of data processing sequences procedures user programming languages computer requirements and techniques associated with the development and design of systems.
  • Coordinate installation and implementation of automated data processing systems.
  • Provides basic computer training on data processing procedures and practices.
  • Provides training to users on moderately complex data processing procedures such as user identification codes mainframe access codes and archive library access system procedures.
  • Participates in sustainment and continuous improvement of EHR systems which include gathering complaints of end users supervisors/service chiefs and presenting continuous improvement recommendations.
  • Analyzes and interprets complex data research and prepare reports.
  • Investigate facts present conclusions recommendations and alternatives; obtains concurrence; develops alternate courses of action; and mutually resolves problems.
  • Maintain knowledge of changes in technology and clinical environment to identify propose formulate and support new or revised major administrative and clinical policies and directives for clinical software packages in accordance with VHA regulations.
  • Troubleshoot computer and EHR systems to determine the cause and solution to the problem. Resolutions can involve user hardware software applications and system problems.
  • Submits monthly and quarterly summary reports regarding problematic trends.
  • Performs other duties as assigned.

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/03/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.


    You may qualify based on your experience and/or education as described below:

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Operates a computer system performs data processing support and service functions requiring knowledge of data processing sequences procedures user programming languages computer requirements and techniques associated with the development and design of systems; utilization of and training in the VA Electronic Health Record system; experience in health care service administration continuous quality improvement data analysis healthcare principles theories and practices budgeting planning administration and support functions; experience in conducting detailed analyses of complex functions and work processes; skill in written communication and interpersonal skills in presenting recommendations; and experience in networking and building relationships with clinical and non-clinical staff and providing user support when implementing and testing new and existing systems and programs. OR
    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree obtained in an accredited college or university or LL.M. if related. NOTE: TRANSCRIPTS REQUIRED.

    • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level. TRANSCRIPTS REQUIRED.
