A Construction Bid Manager leads the end-to-end proposal process from identifying opportunities to submitting competitive tenders that win contracts. They coordinate technical teams estimators and subcontractors to create accurate compliant and compelling bids on time. This role requires strong project management commercial awareness and strategic thinking to maximize profitability and market summary the Bid Manager serves as the central "conductor" of the pre-construction phase orchestrating the end-to-end process of identifying preparing and submitting competitive proposals to secure new contracts.
Key Responsibilities
- Opportunity Identification: Monitoring public and private tender portals (e.g. municipal sites) to find projects that align with the companys expertise and revenue goals.
- Bid/No-Bid Decision: Analyzing Request for Proposals (RFPs) and project feasibility to advise senior leadership on whether an opportunity is worth the investment.
- Bid Management & Strategy: Oversee the entire RFP/tender process ensuring compliance with client requirements and developing winning strategies that differentiate our company from competitors.
- Proposal Development: Write edit and coordinate technical documents project plans and case studies for a consistent professional proposal.
- Coordination & Collaboration: Lead bid teams including estimators engineers and sales staff to gather necessary information.
- Risk Management: Analyze tender documents to identify assess and manage risks. Ensure the final bid document strictly adheres to client specifications legal requirements and deadlines to avoid disqualification.
- Financial & Operational Analysis: Review cost estimates manage budgets and ensure proposals are profitable.
- Submission & Follow-up: Ensure timely submission of and participate in post-submission negotiations or presentations.
- Post-Bid Management: Handling client clarifications attending interviews or presentations and conducting "lessons learned" debriefs for both successful and failed bids.
Requirements

- Experience: Previous experience in construction estimating project management or proposal management with deep understanding of construction principles procurement routes
- Communication: Exceptional writing and editing skills for tender preparation.
- Technical Knowledge: Understanding of construction methods contracts and industry regulations.
- Software Proficiency: Familiarity with document control Excel CRM systems and potentially AI-driven RFP tools.
